What the inspector wrote

On July 13, 2023 at 12:30pm, Licensing Program Analyst (LPA), David Miller and Licensing Program Manager (LPM) Tulam Vu conducted an unannounced required 1-year inspection and met with the Director, Celia Carizossa. LPA disclosed the purpose of the inspection and was led on a tour of the facility. There was one aide and 16 napping children in the 3-year old class; one (1) teacher and 17 napping children in the 2-year old class; one (1) teacher and 21 napping children in the 4-year old class, and one (1) teacher and 18 napping children (10 of which are school-aged children) in the 5-year old class. Days and hours of operation are M-F 6am to 6pm. Two year old children play on a playground located east of the classroom; preschool aged children play in the playground located on the north side of the building, and school age children play on the playground structure located down the stairs at a lower level. Furniture and equipment are in good condition. Playground equipment is in safe condition. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. There were a total of 10 working toilets and 12 sinks for handwashing. Floors in the facility are clean and safe. Drinking water is available both indoors and outdoors via drinking fountains in the classroom and drinking containers and cups in the outdoor area by the playground area. In addition, children bring their own drinking containers from home. The facility has a total of three (3) functioning carbon monoxide detectors. The last disaster drill was conducted and documented 05/11/2023; and the last fire drill was conducted and documented 02/8/2023. The Director stated there are no bodies of water on the premises and LPA did not observe any bodies of water. The Director stated there are no firearms or ammunition allowed or stored on the premises. Disinfectants, cleaning solutions, and other hazardous items are made inaccessible in the locked cabinets. Staff have fingerprint and background clearances. The Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Menus for breakfast, lunch and snacks were posted monthly. Capacity and limitations as specified on the license are being maintained. At least one person trained in CPR and Pediatric First Aid is present when children are at the facility. LPA reviewed children electronic sign-in/sign-out sheet. Children are under supervision, including visual supervision, of a teacher at all times. Facility maintains a ratio of one teacher supervising no more than 12 children. LPA reviewed a sample of children\342\200\231s files and observed files were complete with contact information for authorized representative and/or relatives or others who can assume responsibility for the child and medical assessment. LPA reviewed staff files with required qualifications. Incidental Medical services (IMS) policy was discussed and reviewed. Director stated that the facility provides IMS at this time. LPA inspected and medication is currently being stored properly. Director stated no children enrolled require medication at this time. LPA and director discussed the Community Care Licensing website www.ccld.ca.gov and California Megan\342\200\231s Law ( www.meganslaw.ca.gov ). No deficiencies cited. The Director will submit the following updated forms (LIC610, LIC500, LIC308, and LIC309) by 07/31/2023. Exit interview conducted with the Director, Celia Carizossa. The appeals rights and Notice of Site Visit is provided and required to be posted for 30 days. LPA observed form 9213 posted at the entrance. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
