What the inspector wrote
On January 23, 2026 at 2:30P, Licensing Program Analyst (LPA) Hector Canton arrived unannounced at the licensed Family Child Care Home operated by Liza Yousif to conduct the required annual inspection. Upon arrival, LPA identified himself, stated the purpose of the visit, and was granted entry. Five daycare children, including two infants, were present during the inspection. Three of the licensee\342\200\231s minor children were also present, two of which are under the age of ten. Proper ratio and supervision observed.
The home is a two-story, three-bedroom, three-bathrooms single family home. LPA toured the home to assess compliance with Title 22 regulations and to ensure the health and safety of children in care. The designated child care areas include: the living room, dining area, kitchen, and bathroom 3. Areas made off-limits include the second floor (bedroom 1, bedroom 2, bedroom 3, bathroom 1, and bathroom 2), which were made inaccessible using a baby gate at the base of the stairs. LPA advised the applicant that prior to making any structural changes or additions to the home or grounds, the Department must be notified.
Throughout the licensed areas, the home was observed to be clean, organized, and well-maintained, with adequate heating, lighting, and ventilation. A working telephone was available for emergency use. The fire extinguisher was fully charged and of appropriate size. Smoke and carbon monoxide detectors were tested and found to be operational. Emergency exit routes were clear of obstructions. Emergency drills are conducted and documented, last drill conducted on August 23, 2025.
No bodies of water were present on the premises. The licensee confirmed that no firearms or weapons are stored in the home. Hazardous items such as cleaning supplies, medications, and sharp objects were stored securely and out of children\342\200\231s reach. The fireplace was properly secured.
Age-appropriate toys, furnishings, and play equipment were observed to be in good condition and free of hazards. Children have access to safe spaces for eating, sleeping, and playing. The licensee utilizes a fully fenced backyard for outdoor activities. The outdoor play area was observed to be clean, well-maintained, and free of hazards or debris.
Children\342\200\231s records were reviewed and found to contain the required documentation. The facility roster was current and maintained in accordance with regulatory requirements. A copy of the roster was provided to LPA during the inspection. The licensee\342\200\231s Pediatric CPR and First Aid certification is valid through September 2027 and meets Emergency Medical Services Authority (EMSA) standards. The licensee\342\200\231s assistant also maintains a Pediatric CPR and First Aid certification that is valid through September 2027. Licensee is exempt from Mandated Reporter training as their primary language is Arabic. LPA verified that the licensee and any assistants have met immunization requirements.
LPA reviewed staff and adult resident records. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated
Infants were present during the inspection. LPA reviewed safe sleep practices and observed that each infant had a designated crib or play yard, free of loose articles, pillows, or soft bedding. Licensee was reminded that no bumper pads can be in use, and no objects can be hanging from or attached to sleep spaces. The licensee confirmed that infants are placed on their backs to sleep, are not swaddled, and are actively supervised during sleep. A 15-minute sleep log is maintained and available for review. Individual Infant Sleeping Plans (LIC 9227) were on file for each infant under 12 months of age and were found to be complete. Car seats were not used for sleeping and were reserved for transportation only.

as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

.Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California
No deficiencies cited at this time. Exit interview conducted and report was reviewed with the licensee, Liza Yousif. During the exit interview, the Licensee, Liza Yousif, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
A notice of site visit was given and must remain posted for 30 days.
