What the inspector wrote

On 10/18/2022 at 09:31PM Licensing Program Analysts (LPAs), David Miller and Rajani Goudreau conducted an unannounced case management deficiency inspection. Upon arrival LPAs met with licensee, Janelle Larraga and disclosed purpose of the inspection. During the inspection there were six children in care; including two infants and four preschool age children in care. During the course of a complaint investigation, the Licensee stated she allowed child #1 (C1; See LIC811) to access the garage, an off-limit area of the home, to get a snack. C1 was also interviewed and confirmed that he had access to the garage. Based on file review, the garage is listed as an off-limit area of the home. In addition, licensee confirmed that the garage is an off-limit area to the daycare children. LPA informed licensee to ensure children do not have access to off-limit areas of the home. Licensee acknowledged understanding. During today’s inspection one type B deficiency was issued. A notice of site visit was given and must remain posted for 30 days. LPA observed the licensee post the Notice of Site Visit by the front door.

Prior to making alterations…to a family child care home…the licensee shall notify the Department… but not limited to, the following:(6)-Any change from an area of the family child care home previously identified as "off limits" to an area where care and supervision will be provided to children in care. This requirement was not met as evidenced by: Based on interviews and record review the licensee did not comply with the section cited above, as the licensee allowed C1 to enter the garage, an off-limit area during daycare hours, which poses/posed a potential health and safety risk to persons in care.
