What the inspector wrote
On December 29, 2025 at 1:00 PM, Licensing Program Analyst (LPA), Oscar Picazo conducted an unannounced Annual/Random and Capacity Increase Case Management Inspection and met with Licensee Angeline Telsaint. Upon arrival, LPA was greeted, disclosed the purpose of the inspection and was granted entry into the facility. The purpose of the inspection is to ensure that the home follows standards established in CCR, Title 22, Division 12, Chapter 3, for Family Child Care Homes. There were five (2) day-care children present at the time of the inspection 1 of who is an infant. Also present was licensee's husband, Claudel Dume, and their two minor children. At approximately 2:30 PM, Ms. Haveland from ABS Kids arrived to the facility to provide speech therapy services for a day care child. Lemark from Focus Language International translator ID 39474228 provided Haitian Creole translation. Licensee accompanied LPA throughout the inspection of this two (2)
bedroom, one (1) bathroom home. The following areas are used for child care: living room/child care area, the hall bathroom, bedroom #2 and the backyard. Off Limit areas include: dinning area, kitchen, laundry room, bedroom #1, the front yard, covered parking & storage. These areas are made inaccessible with safety gates, door knob covers and pad lock. Hours of operation are Sunday - Saturday, 06:00 AM - 10:00 PM.
There are no pools or bodies of water on the property. The home is equipped with AC heating and air and does not have a fireplace. The fire extinguisher is rated 2-A:10-B:C which meets statutory requirements and is mounted on a wall in the kitchen. The combo smoke and carbon monoxide detector was tested, is operational and met requirements. Poisons, detergents, cleaning compounds, medications and other hazardous items are stored in a locked cabinet and made inaccessible to children by way of cabinet latches/locks and/or placed on high surfaces. Licensee utilizes the fully fenced backyard for outdoor activities. Licensee's stated she and her assistant provide direct supervision at all times when children are conducting any outside activities.
Licensee has an ample amount of children's toys, age appropriate play equipment, play structures, books, and non-toxic child safe arts & crafts materials available. The Licensee has a working cell phone. Licensee stated there are no firearms, other weapons, or ammunition in the home.
Facility roster is maintained and was reviewed. LPA reviewed children\342\200\231s files. Children\342\200\231s files reviewed were complete and met regulations. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions.
Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
Licensee's Mandated Reporter AB1207 training expires 03/2026. Pediatric CPR and First Aid certifications expire on 04/2026. The last fire and disaster drills were conducted and documented on 08/01/2025 and 08/02/25 respectively.
Because the licensee rents the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC 9151) that the applicant confirms was provided to the property owner/landlord. The licensee obtained signed Property Owner/Landlord Consent form (LIC 9149) for a small license and has also obtain

Licensee was advised if there is to be an infant in care, there must be
one crib or play yard for each infant who is unable to climb out of the crib or play yard. Cribs or play yards are free from all loose articles and objects. Licensee physically checks on sleeping infants up to 24 months of age every 15 minutes.

An Individual Infant Sleeping Plan [LIC 9227 (3/20)] is maintained for each infant up to 12 months of age. Licensee states she places infants up to 12 months of age on their backs for sleeping.
LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at:

as an additional resource. LPA provided and discussed the following: Report suspected child abuse and neglect, maintain children\342\200\231s records according to regulation, post all required forms. Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare. Licensee was also provided information regarding SIDS, Lead exposure and Shaken Baby Syndrome.
On this date, 12/29/2025, the California Attorney General - Megan\342\200\231s Law website (meganslaw.ca.gov) was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.
Licensee currently has a pending application to increase capacity. On 12/17/25, the department received an approved STD 850 Fire Inspection report from the local fire department. LPA discussed with Licensee the maximum capacity for a Large Family Child Care home: 12 children (with a qualified assistant) with no more than 4 infants;
or
(with landlord consent) 14 children (with a qualified assistant) with no more than 3 infants, 1 child enrolled in kindergarten or elementary school and 1 child at least age 6 including children under age 10 who live in the licensee's home. When there is no qualified assistant, 14 years of age or present, the capacity reverts to the requirements for a Small Family Child Care.
A large family childcare home license may be issued upon final file review.
A notice of site visit was given and must remain posted for 30 days.
No deficiencies were cited during this inspection.
