What the inspector wrote

On February 2, 2026 at 11:15 AM, Licensing Program Analyst (LPA), Luigi Gargaro, conducted an unannounced annual required inspection and met with the licensee, Estiverne Petit-Louis. LPA disclosed the purpose of the inspection and was granted entry into the facility by the Licensee. Two (2) children, including Mr. Petit-Louis' infant son and Mr. Petit-Louis and his cleared and associated girlfriend, Blondine Denaud, were present in the facility during this inspection. Two additional children arrived at the facility towards the end of the visit. This facility is a one floor, three bedroom, three bathroom house. Licensee accompanied LPA inside of the facility during this inspection. The following areas used for child care are: the kitchen, the living room area and day care bathroom located immediately off the living room. Off limits areas are: three home bedrooms with the remaining two inclusive bathrooms. The bedrooms are made off limits with locking door handles. The home as a wall heating unit that licensee attests is non-operational. Licensee understands that if it ever is made operational, he will be required to install a safety gate or other security device that will make the heater inaccessible to children in care. The fire extinguisher, smoke detector, and carbon monoxide detector met requirements. All hazardous items were inaccessible to children. The licensee has toys, play equipment and materials available. The home has a backyard area that is a shared one with the other two separately addressed units that are located on the property. Licensee states that the yard area has continued to remain off limits until he is able to install separation fencing to have his own yard area. Until then, the licensee states he still takes children to a local park for outdoor activity whenever necessary. The yard is made off limits with a latching, sliding patio door. No bodies of water observed on the premises during the inspection. Licensee stated there are no weapons in the home. A review of staff records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse clearances or exemptions. Licensee\342\200\231s First Aid and CPR certifications expire in December of 2026. Licensee has required immunizations but his assistant girlfriend currently has no proof of required immunizations on file at the facility. Licensee is currently exempt from Mandated Reporter Training as English is not his primary language. Facility roster is maintained and was reviewed. No fire and disaster drills were conducted or documented for the facility. Licensee currently has no infants in care but his own infant son. However, analyst provided him with a copy of the safe sleep regulations for him to review at a future date for when he enrolls any infant day care children. LPA provided and discussed the following: Report suspected child abuse and neglect, maintain children\342\200\231s records according to regulation, post all required forms, and ensure that all adults residing or working in the home have criminal background clearances or exemptions. Licensee was reminded that corporal punishment, smoking, exersaucers, bouncy seats, walkers, and jumpers and/or similar equipment are not allowed in daycare. Licensee was also provided handouts with information regarding upcoming Safe Sleep Regulations/SIDS, Lead exposure and Shaken Baby Syndrome. LPA and Licensee discussed California Megan's Law and LPA provided: www.meganslaw.ca.gov . LPA discussed and provided Licensee with the following: child care advocates email address: childcareadvocatesprogram@dss.ca.gov . When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Three type B violations California Code of Regulations, (Title 22, Division 12 & Chapter 3), are being cited on the attached LIC 809-D. An exit interview was conducted with the licensee, Estiverne Petit-Louis. The licensee was provided a copy of their appeal rights (LIC 9058 12/15) and their signature on this form acknowledges receipt of these rights. A notice of site visit was provided by the LPA and must remain posted for 30 days.
