Inspector’s narrative

What the inspector wrote

On 10/13/25, Licensing Program Analyst (LPA) Saraliz Velando made an unannounced visit to deliver the findings of a complaint investigation initiated on 7/23/25. At the time of the visit, there were no preschool children in care and 14 staff present for a Professional Development Day. The complaint was fully investigated by the Department for the allegations that staff yell at children and staff leave a child in soiled clothing. During the investigation, interviews with potential witnesses, parents, and staff were conducted. Based on the department’s investigation, there was not enough evidence found to prove the allegations made against the daycare and their staff. Although the allegations may have happened or are valid, there is no corroborating evidence to prove that the alleged violations occurred. The preponderance of the evidence has not been met and therefore, the above allegations are found to be UNSUBSTANTIATED. The exit interview was conducted with the Interim Director, Rocio (Elizabeth) Sainz. Appeal Rights and a copy of the licensing report were provided. A notice of site visit was posted and must remain for 30 days.
