What the inspector wrote

On 3/10/2026 at 1:00pm, Licensing Program Analysts (LPAs), Adriana Macias and Evelyn Reyes conducted an unannounced Case Management inspection for a Decrease in capacity. Upon arrival, LPAs met with Director Vanessa Milroy. Facility is requesting to be licensed for 126 children ages 2-5 in classrooms 3,4,7, 8 and 9. Hours of operation will be Monday through Friday from 7am to 6pm. Present during today\342\200\231s inspection were 49 children with 5 staff during nap times. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Director that staff are required to always maintain direct visual supervision of the children during indoor and outdoor activities. LPAs continued to tour the facility and measured indoor activity space 3452.36 square foot, which is sufficient to accommodate 98 children which is below the requested capacity of 126 Children. LPA advised facility to submit a new application to LPA Macias with capacity correction. LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via water fountains and refiled pitchers with filtered water. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 2/03/2026 by the Carlsbad Fire Department. LPAs observed a total of 14 sinks and 9 toilets available for children\342\200\231s use. These are sufficient to accommodate the requested capacity of 126 children. (CONT ON LIC809C) The facility currently has a fully fenced playground area. Chain link fencing is at least four feet high. The total square footage for all the outdoor activity space is 13560.29 square foot, which is sufficient to accommodate the requested capacity. Shade is provided via canopies. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There are two climbing structures on the playgrounds that are properly anchored to the ground. Manufacture label was not found. There is adequate cushioning in fall zones provided by sand. Drinking water is available via pitchers with filtered water used to re-fill water bottles. LPAs observed all hazardous items on the playground to be inaccessible to children. Director Vanessa Milroy was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. The following corrections are needed for licensing to re-evaluate decrease of capacity request. New application with corrections should be turned in to LPA Macias. Director Vanessa Milroy understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied.
