(1) Licensing Program Analysts (LPA) Selina Siao conduct an unannounced annual inspection. Upon arrival, LPA met with newly designated Director Cristy Novoa and Administrator Pooja Sharma at the playground and toured the facility. The following ratios were observed: There were 6 toddlers from (Room 3/Toddler) class at the toddler playground supervised by teacher Michelle Lopez and teacher assistants Vanessa Hernandez and Ledy Rodriguez. There were 14 children at the playground from the Pre-K classroom supervised by teacher Aida Genilo, Director Cristy Novoa and teacher assistant Amrita Dvtta. In the Giraffe class (ages 3-4) there were 15 children supervised by teacher Parveen Ebrahim and teacher aide Gema Garcia. Koala Class (2.5 to 3 year old) had 4 children supervised by teacher Tina Mazdeh aka Fataneh. In the other half of room 3 (Tigers/toddler class) there were 5 children supervised by teacher Maria Ramirez and teacher aide Itzel Molano. Appropriate teacher child ratio and supervision was observed. Furniture and age appropriate equipment is in good condition. Rooms have adequate heating, lighting, ventilation and portable drinking water is available for the children. Storage cubbies are readily available, and room accommodates class size. Napping equipment consists of cots and each cot is covered by a sheets when the children were napping. Parents have the option to bring their children’s own food or purchase a hot lunch. Facility has adequate snacks available for the children. Cleaning supplies are kept out of reach of children. Outdoor play area is a fenced playground with sand as cushioning. Areas has sufficient shade for children at both playgrounds. Equipment is age appropriate for the children in care. LPA reviewed sign in sheets, first aid supplies and reviewed medication policy and storage. Isolation area is the Director's office. Personnel and client records were reviewed. Each child's has an identification and information form in their file along with physician's report. Reporting requirements was also reviewed and not all staff members completed the required mandated online child abuse training or have the required immunization records available for review. All personnel have required criminal record and child abuse index clearances and are associated to the facility. Facility has at least one staff member on site at all times with a valid EMSA approved pediatric CPR/FA certificates. LPA reviewed Emergency Disaster Plan and last fire drill was conducted on 03/10/2021. Facility has an operating carbon monoxide detector. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Information regarding Heat Related Illness, Effects of Lead Exposure, Best practice on supervision will be email to facility. LPA discussed reporting responsibilities to facility representative. Child Care Providers can now sign up for Quarterly Updates and PINS through the DSS website at www.ccld.ca.gov . LPA discussed California Megan's Law information available at www.meganslaw.ca.gov . See LIC809D for type B citation issue today. A notice of site visit was provided and to be posted at the facility for 30 days. Failure to keep notice posted will result in a civil penalty of $100.00. Provide appeal rights to facility.
