What the inspector wrote

On 1/25/2022 at 9:00am, Licensing Program Analyst (LPA), Martha Malane arrived at the facility to conduct a change of ownership pre-licensing inspection. LPA met with Director, Tina Prowant and proceeded to tour the facility. Applicant is requesting a capacity of 24 infant children (age 3 months – 24 months) in infant classrooms 1 and 2 and 24 toddler children (age 18 – 36 months) in classrooms 3 and 4. Applicant’s planned hours of operation are Monday - Friday 7:30am – 5:00pm. Classrooms were inspected and measured the following during this inspection: · Room 1: Infant children (age 3 months – 24 months): measured 499.58 square feet · Room 2: Infant children (age 12 months – 24 months): measured 512.33 square feet · Room 3: Toddler children (age 18 months – 36 months): measured 504.46 square feet · Room 4: Toddler children (age 18 months – 36 months): measured 481.25 square feet The indoor space for infants measured a total of 1011.91 square feet which is sufficient to accommodate 28 infant children. The indoor space for toddlers measured a total of 985.71 square feet which is sufficient to accommodate 28 toddler children. The napping area in the infant room was not calculated in the square footage. Classrooms are equipped with age appropriate furniture including mats and cribs for napping, tables, chairs, bookshelves, cubbies and other materials for children. There is a sink in each classroom, however not within arm’s reach of a changing table. The director understands the sink near the diaper changing table shall not be used for food preparation. There are three (3) potty chairs and four (4) sinks available for use which is sufficient to accommodate the requested capacity. Director stated drinking water will be available inside and outside via water jugs and sippy cups. There is a separate restroom for staff located across from room 6. The staff restroom and director’s office will be utilized for isolation if a child becomes ill. Disinfectants and cleaning solutions are kept and made inaccessible to children in the kitchen. See LIC809C continuation... The kitchen currently includes a sink, stove, oven, refrigerator, micro-wave oven, dishwasher and food supply. Facility provides snacks and meals for children (age 12 months to 36 months). Parents provide snacks and meals for Infant children (age 3 months – 12 months. The facility utilizes Curacubby for sign in and sign out. There is an operational carbon monoxide detector and a first aid kit available with required supplies. The outdoor activity space for infants was inspected and measured a total of 1748.55 square feet which is sufficient to accommodate 23 infant children. Shade is provided through the use of canopies. There is a separate outdoor activity space for toddler children which was inspected and measured a total of 1244.91 square feet which is sufficient to accommodate 16 toddler children. Applicant stated they will apply for an outdoor activity space waiver to accommodate the requested capacity of 48 infants and toddlers. LPA observed toys and equipment available for outdoor play. Proper supervision and placement of staff outside was discussed to ensure the safety of children at all times. Incidental Medical Services (IMS) was discussed. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment, Shaken Baby Syndrome and PIN 21-02-CCLD regarding Guardian. See LIC809C continuation... A fire clearance was granted 12/14/2021. Prior to licensure the following is needed: · Changing tables within arm’s reach of a sink in rooms 1 and 4 · Addition of a sound absorbing wall/partition for nap area in room 1 · Waiver for outdoor activity space An exit interview was conducted with Director, Tina Prowant and the following reports were discussed and provided: LIC809, LIC809C and appeal rights. Once the listed requirements have been met and proof submitted to CCL, a license may be granted after a final file review.
