What the inspector wrote

On 11/28/2023 at 02:00pm an office meeting was conducted with Licensee Representative, Michael Ong (present via Microsoft Teams) to discuss deficiencies cited on 10/30/2023, 09/06/2023 and 03/09/2022. Present at the meeting was Regional Director, Nichelle Gissler, Director, Krizia Beltran, Licensing Program Manager (LPM), Tulam Vu and Licensing Program Analyst (LPA), Vicky Williamson. On 10/30/2023, the facility was cited Type B and issued a civil penalty for a repeat violation, Section 101223(a)(1) Personal Rights: A staff member admitted and was observed using inappropriate language with daycare children. On 09/06/2023, the facility was cited Type A, Section 101223(a)(1) Personal Rights: A staff member grabbed a daycare child by the elbow in an abrupt manner. On 03/09/2022, the facility was cited Type A, Section 101429(a)(1) Responsibility for Providing Care and Supervision: A daycare child was left on the playground unsupervised for 20 seconds. The director corrected all deficiencies in a timely manner. Director stated that all staff members have received retraining and reviewed videos on Personal Rights and Supervision on the CCL website. LPM discussed with Licensee Representatives the above deficiencies. The following resources were provided: Technical Support Program (TSP) brochure, childcaretechnicalsupport@dss.ca.gov ., PIN 23-19-CCP Advocate information childcareadvocatesprogram@dss.ca.gov.and the Duty Line 619-767-2248. Unusual Incident Report by email: SDIncidentReports@dss.ca.gov or by Fax at (619) 767-2203. Regulations Section 101429 Responsibility for Providing Care & Supervision, Section 101223 Personal Rights and Best Practices Lack of Supervision handout were provided. Licensee Representatives were informed that repeated violations or failure to comply with licensing laws and regulations may result in administrative action taken by the Department. Licensee Representatives stated they understood and will ensure the facility complies with all regulations and laws governing Child Care Centers. Licensee Representative authorized Regional Director, Nichelle Gissler to sign the report.
