What the inspector wrote

On 12/12/2024 at 9:45am, Licensing Program Analysts (LPAs), Selina Siao and Cindy Meier conducted an announced Pre-Licensing change of ownership inspection. Upon arrival, LPAs met with applicant representative Megan Cochran and Director Debbie Batchman. Applicant is requesting to be licensed for 57 preschoolers ages 2 to kindergarten in classrooms #2, #3, #5 aka Harris House, Teacher Resource Room, Office Area, upstairs rooms #1 and #4. Hours of operation will be Monday to Friday from 7:30am to 5:30pm. All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. When medications are on site, Director Debbie Batchman stated that they will be in a higher cabinet located in the child\342\200\231s own classroom. A fully equipped first aid kit is located in all classrooms including the office. There is an operational carbon monoxide detector on site located in rooms #1 and #5. All required licensing documents were observed posted in the office. Children will be signed in and out at the office (for rooms #2 and #3) and in the individual classrooms located upstairs rooms #1, #4 and #5 aka Harris house. LPAs continued a tour at the facility and measured all indoor and outdoor activity space. Total indoor activity space measured to be 2195.98 square feet, which is sufficient to accommodate the requested capacity of 57 children. LPAs observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via a 5 gallon Culligan water bottle with pump and the children\342\200\231s has their own water bottles and paper cups are available for the children. There are no bodies of water or weapons on the property. Fire clearance was granted on 12/04/2024. LPAs observed a total of 7 sinks and 4 toilets available for children\342\200\231s use. These are sufficient to accommodate the requested capacity of 57 children. There are two separate staff restrooms equipped with 3 toilets and 3 sinks located upstairs and next to the Harris house. The isolation area for children who are ill will be the Director\342\200\231s office and the two staff restrooms. Facility will provide morning and afternoon snacks for the children as the children brings their lunch from home. Facility stores the snacks in the Director\342\200\231s office/staff resource area. The food storage areas were observed to be free of rodents and/or vermin. Food was observed to be properly stored separate from cleaning materials. Hazardous items in kitchen are inaccessible to children via a latched cabinet under the sink. The facility currently has multiple fenced playground areas. Fencing includes wood fencing, brick that are at least four feet high. The total square footage for all the outdoor activity space is 4563.12 square feet, which is sufficient to accommodate the requested capacity of 57 children. Shade is provided via sail shades, trees, and buildings. There are sufficient outdoor age-appropriate toys and play equipment available on the playgrounds. There is a climbing structure on the playground that appears to be age appropriate for preschool children ages 2 to kindergarten based on height of the structures. The upper playground and the lower playground structures are properly anchored. There is adequate cushioning in fall zones of climber provided by rubber chips and rubber matting. Drinking water is available via the children\342\200\231s own water bottles and small paper cups. LPAs observed all hazardous items on the playground to be inaccessible to children. Director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see PIN 22-02-CCP . A Plan of Operation that includes IMS must be submitted to the Department. LPAs reviewed with facility representatives the LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. Director was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. To receive important licensed related information to licensed facilities, visit the CCLD Important Information website at https://www.cdss.ca.gov/inforesources/community-care-licensing/subscribe and select the Child Care option to receive email communication. The following corrections are needed prior to the issuance of the license: Install a four feet high enclosed area for the areas in the front and back of Harris House as those areas were measured today as part of the outdoor activity areas. Submit an updated LIC500 personnel report. Director understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied. Exit interview conducted and report was reviewed with the Director Debbie Batchman.
