What the inspector wrote

Licensing Program Analyst (LPA) Mok conducted an unannounced annual inspection today. LPA met with the Site Director, Judy Pan, and explained the purpose of the inspection to her. There were 16 children with 4 teachers and a Site Director present. All adults have fingerprint clearance. The facility is a Japanese Bilingual School. The facility is located in the building with 2 childcare centers (ABC Preschool and Kai Ming Head Start - Richmond). The facility is located on the ground level with an adjacent outdoor play area in the courtyard. The facility is a combination center that has a Preschool Program that is under Child Care Licensing's jurisdiction, and an after-school program that is under Heritage Program. The operation hours of the Preschool Program are Monday to Friday from 9 AM to 5:30 PM and the After-school Program is Tuesday to Thursday from 3 PM to 5 PM. The After-School Program runs in the Sakura room only. The bathroom for the After-school program is the bathroom with 2 toilets and 1 sink that is close to the Sakura Room. The bathroom is shared with the After-School program, preschoolers do not use the bathroom during the After-school program hours because no commingle between 2 different age groups. The preschool program runs in Classroom A (Sakura)-which is a big room next to the kitchen area, classroom B (Momogumi) - which is across from the main office, and Classroom C (Tampopo) - this room was small in the back of the building for napping. LPA inspected the facility for health and safety hazards. The facility was clean and in order, temperature and lighting were adequate, and the toxins and harmful objects were either locked or made inaccessible to the children. There were plenty of age-appropriate toys, books, learning materials, slide structures, a little trampoline, and children's furniture that were in good condition and repair available for the children. There were 2 mid-size tanks for fish and a turtle with tight lids available for children in the Momogumi classroom. All electrical outlets and sharp corners were covered. First aid supplies were available in each classroom. All the lower cabinets in each classroom were either latched or free of harmful objects. There were no guns or weapons in the facility. Cots were used for napping. Per Site Director, the facility provides AM/PM snacks to the children only. The children bring their own lunches and water cups to school daily. The facility provides filtered drinking water in water pitchers with paper cups to children if needed. The facility has prepared the snacks in the kitchen that next to the Sakura classroom. LPA inspected the place for health and safety hazards. There were the food waste baskets with tight lids. The outdoor play area was completely fenced. The play yard was clean and in order. The facility was granted a waiver to share the playground with another Child care facility (Kai Ming Head Start) on the upper level by Child Care Licensing. The facilities have shared the playground with the schedule. There were plenty of age-appropriate outdoor toys, sand table and other toys available for children. The facility installed a gate at the stairway in the play yard. There were 2 children's bathrooms with 3 toilets, 1 urinal, and 2 sinks available for children. Per the Site director, there were 2 children on special medication. LPA inspected the medication and documents during the inspection. The facility has conducted the emergency drill monthly and logged. The facility uses BrightWheel Apps and LPA inspected the sign-in/out on the apps,& reviewed the staff and children's files during the inspection. LPA also obtained a copy of the current children's roster. All required postings were posted. All staff had current CPR/First Aid training and Child Abuse Mandated Reporter training for review. The Site Director had current CPR/First Aid training which will expire on 1/15/2026 and AB1207 (Child Abuse Mandated Reporter Training), which will expire on 12/4/2025. All teachers had current Child Abuse Mandated Reporter Training (AB1207) as well. continues in LIC809C Criminal Record Clearance - Licensee was reminded that all adults 18 and over living or working in home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Safe Sleep - LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee [or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department.
