What the inspector wrote

On February 14, 2025 at approximately 8:45am, Licensing Program Analyst (LPA) Ly conducted an Unannounced Annual Visit to this family child care home and met with Licensee Mikhail Giberman. Purpose of visit was explained. Present during the visit were Licensee and an Assistant caring for 6 preschool age children. All required posting documents are posted and visible. Day Care Areas are the ground level, including the living room, dining room, bedroom, bathroom and the backyard. Off Limit Areas the entire second floor, the garden in the backyard. Licensee's Pediatric/First Aid Certification is valid until 10/2025. Licensee and Assistant have Completed Child Abuse Mandated Reporter Training Certification is on file. Required Immunization such as Influenza, Pertussis and Measles are on file. LPA observed the home is clean orderly and properly ventilated. LPA also observed a 2A10BC Fire extinguisher, operable smoke detectors and carbon monoxide. There are no Fireplace or bodies of water in the home. Electrical outlets have child protective covers in place making them inaccessible to children. Chemical, detergents, cleaning compounds, medications, and other items of this nature are made inaccessible to children. Kitchen/Bathroom cabinets/drawers have child protective locks in place making all sharp objects or toxic house hold items inaccessible to children. First aid supplies are available for children. Home has age appropriate toys and equipment available for the children in care. LPA also observed outdoor play area is clean and orderly. LPA observed outdoor equipment is in good condition, free from loose, sharp or pointed parts. Facility conducts fire drills/earthquake drills on 12/10/2024 and was properly logged. During today's visit, LPA reviewed children's files. Children's files are found to have emergency contact information, required licensing forms and immunization record. On this day, LPA also review Licensee's and Assistant's files. Licensee and Assistant's files are complete with proof of training, required licensing forms immunization record. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Licensee was also informed that as of September 1, 2016, a person may not be employed or volunteer at a child care facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662. LPA discussed Child Abuse Mandated Reporter Training AB1207 with Licensee. As of January 1, 2018 all staff will be required to complete Child Abuse Mandated Reporter Training every two years . The training can be obtained online at www.mandatedreporterca.com . During the exit interview, the LICENSEE MIKHAIL GIBERMAN, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. No deficiencies were issued today under Title 22 Division 12 of the California Code of Regulations. A copy of this report and appeal rights were discussed with Licensee whose signature confirmed have read the reports. Due to LPA's printer malfunction, a copy of these Reports and Notice of Site Visit will be emailed to Licensee. Licensee confirmed receipt of reports .
