What the inspector wrote

Licensing Program Analyst (LPA) Mok conducted an unannounced annual inspection today. LPA met with the licensee, Dantong Chen (Dorothy), and her mother who works as a helper. LPA explained the purpose of the inspection to her. All adults have fingerprint clearance. 7 children included an infant napping upon LPA's arrival. The facility is called Dorothy's Day Care and the operation hours are Monday to Friday from 8 AM to 5:30 PM. The licensee owns and lives with her husband, her 2 sons (minor), & her mother-in-law in this 2 stories single family house that has 3 bedrooms, 2 bathrooms, a living room, dining room, and kitchen on the upper level; 4 bedrooms, 2 bathrooms, entertainment room, garage, and backyard on the lower level. The facility's entrance will be the side door next to the garage door. The entrance of the main daycare area is in the back of the hallway . The daycare areas are the entire in-law including a living room, a bathroom, a bedroom #1 # #2, and a front part of the backyard on the lower level. The off-limit areas are the entire upper level, a garage, and a back part of the backyard. LPA inspected the facility for health and safety hazards. The facility was clean and in order, temperature and lighting were adequate, and toxins and harmful objects were made inaccessible to the children. There were plenty of age-appropriate toys, books, learning materials and equipment, and children's furniture that were in good condition and repair. There was a fully charged 2A10BC fire extinguisher, a working 2in1 smoke and carbon monoxide detector, a working cellular phone, and first aid supplies available for the children. The facility had the right amount of cubbies available for the children to store their belongings. The licensee covered all the electrical outlets and sharp corners. The lower food preparation sink cabinet and drawers were latched. The children's bathroom was clean and in order. The lower bathroom sink cabinet was latched. A sliding door to the backyard had decals to alert the children. The licensee installs a childproof knob to the bathroom door to prevent the children from accessing the bathroom by themselves. The outdoor play yard was completely fenced. The licensee put the barricade to separate the front and back part yards. The licensee installed the rubber cushioning to the ground to provide cushioning to prevent injury. There were plenty of age-appropriate outdoor toys, play structures, and ride-on toys available for children. The licensee has a gun and is stored in the gun safe properly in the off-limit areas. Cribs and mats were available for napping. The licensee did not have any weapons or pets in the house. The licensee provides breakfast, AM/PM snacks, lunch and dinner. Per the licensee, there were no children on special medication. LPA reviewed the children and staff files, and 15-minute nap log, and obtained a copy of the current children's roster during the inspection. The licensee and her helpers had current Child Abuse Mandated Reporter Training (AB1207), The licensee and her mother had current CPR/First Aid training, which will expire on 8/26/2025 and 8/15/2025. All the required postings were posted. The licensee has conducted the disaster drill quarterly and logged. continues in LIC809C Criminal Record Clearance - Licensee was reminded that all adults 18 and over living or working in home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Safe Sleep - LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Megan\342\200\231s Law - During the exit interview, Dantong Chen (Dorothy), confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Notice of Site Visit - A notice of site visit was given and must remain posted for 30 days. Exit Interview - Exit interview conducted and report was reviewed with the licensee, Dantong Chen (Dorothy).
