What the inspector wrote

On July 22, 2025 at approximately 11:00am, Licensing Program Analysts (LPAs) Catrina Quimbo and Zeynep Basak, conducted an unannounced, case management visit for an increase in capacity and the addition of a component. LPAs met with site director, Leny Hernandez, and explained the purpose of the visit. Facility is currently licensed for a total capacity of 53 children: preschool component for 48 children (ages 2 years to 6 years old) in classrooms 2, 3 and 4. Infant component for 5 children (0 to 24 months) in classroom 1. Present during LPAs' visit included 15 children (5 infants and 10 preschool age) and 7 teaching staff (including director). Licensees, Zhen Zhen Li and Helena Geng, requested to be licensed for 68 children: preschool component for 18 children (ages 2 years to 6 years old) in classroom 2. Toddler component for 18 children (18 months to 36 months) in classroom 3. Infant component for 32 children (6 months to 24 months) in classroom 1 and classroom 4. Fire clearance was received March 27, 2025 for a total of 59 children: preschool component for 16 children (ages 2 years to entry into first grade), toddler component for 15 children (18 months to 36 months) and infant component for 28 children (birth to 2 years old). Hours of operation are Monday through Friday 8:30am to 5:30pm. All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed site director, Leny Hernandez, that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. LPAs continued to tour the facility and measured indoor activity space. Preschool component measured for 633.11 square feet which is sufficient to accommodate the requested capacity. Toddler component measured for 657.93 square feet which is sufficient to accommodate the requested capacity. Infant component measured for 1,156.92 square feet which is sufficient to accommodate the requested capacity. (Continue report on page 2...) (Continued, Page 2...) LPAs observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots, bookshelves, and other activity supplies for the children. At approximately 1:00pm, licensee, Zhen Zhen Li, arrived to the facility. Per licensee, classroom 1 will be designated for infants ages 0 months to 24 months. There is a designated crib area for napping infants in classroom 1 that is separate from infants' activity area. There are sufficient cribs and toilets in infant classroom. LPAs observed all hazardous items to be inaccessible to children. Classroom 4 will be designated for older infants ages 12 months to 24 months only. Per licensee, cots will be provided for all infants who have the ability to climb out of the crib. LPAs observed a total of 8 sinks and 6 toilets available for children’s use. These are sufficient to accommodate the requested capacity of 68 children. The facility currently has a fully fenced play ground area that is separated between infant and preschool components. Per licensee, toddler component children will utilize the preschool playground on a rotation schedule. A playground waiver to share the playground between different components shall be submitted to the department. LPAs did not observe any pools, spas or bodies of water on site. Licensee was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. Any changes to facility, the department must be made aware prior to the changes and must be approved by department. Per Title 22, Section 101212(c) The licensee shall notify the Department in writing of his/her intent prior to making any structural changes that reduce the total amount of indoor or outdoor activity space. Licensee and site director were reminded children participating in the toddler component must have written authorization from the child's authorized representative. Licensee and site director were also reminded preschool component, toddler component and infant component children cannot co-mingle with one another and must remain physically separate. Based on fire clearance, the maximum capacity facility can be licensed for is 59 children (16 preschoolers, 15 toddlers and 28 infants). The following corrections are needed prior to the issuance of the capacity increase: -Submission of outdoor rotation waiver (toddler component sharing preschool component outdoor area). -Updated Application for a Child Care License (LIC200A) with capacity of 59 children. -Centralized Application Bureau (CAB) final approval of application. -Management approval. Exit interview conducted and report was reviewed with the licensee, Zhen Zhen Li.
