What the inspector wrote

On Wednesday, April 8, 2026, Licensing Program Analyst (LPA) Elvira Sierra met with Facility Representative, Jocelyn Alvarado Diaz for the purpose of an unannounced annual inspection. Facility operates in five classrooms (Blue, yellow, rainbow, sunshine and butterfly classrooms). Facility hours of operation are M-F from 07:30a.m. to 05:30p.m. Facility is open all year long with periodic breaks throughout the year. Census include 19 children being supervised by 4 staff. Also present during the inspection were two staff from Valley Mountain Regional Services. Appropriate teacher/child ratios were observed. LPA inspected all the areas accessible to children for health and safety and observed the following. Classrooms have age-appropriate toys and equipment that are in good repair. Cubbies are located inside the classrooms for children’s belongings. Facility has sufficient napping equipment for children in care. Medications, cleaning products and Toxins are maintained inaccessible to children. Restrooms are maintained clean, in good repair and with adequate supplies. Staff use a separate restroom. The isolation area for ill children is in a separate space in the yellow room and the use of the staff restroom if needed. Drinking water is readily available Indoors/outdoors via water filter pitcher and children bring their own bottled water that gets refill throughout the day as needed. Facility has at least one fire extinguisher that meets the minimum requirements. Functional smoke and carbon monoxide detectors were observed in the classrooms. Outdoor play area is fenced for supervision. There is one play structure located on the preschool yard that is missing the age range manufacturer sticker. LPA advised to look for manufacturer sticker to make sure it is age appropriate for children ages. LPA advised to replenish the bark in the playground and focus on maintaining a safe depth to absorb fall impacts. Facility representative stated that due to low enrollment the nature scape yard is not being used. LPA advised to make sure playground is free of any hazards before children are allowed to use the playground. Report continues on subsequent LIC 809C page 2... Page 2... There is an in ground swimming pool on site which is fenced off to prevent access by the preschool children. The pool is surrounded by a chain link fence attached to a brick wall that is at least five feet tall. Further follow-up will need to be conducted with RM and facility representative. Applicant stated the pool is not use. LPA discussed with facility representative new specific drowning prevention safety requirements for childcare centers with in ground pools. LPA requested updated copies, LIC 610 (emergency disaster plan form), LIC 500 (personnel report), LIC 308 (Designation of facility responsibility). Emergency supplies are available and maintained. First Aid Kit is properly maintained and kept inaccessible to children. Classrooms have appropriate postings. Emergency Drills are conducted monthly and are properly logged. Program provide meals and food menu is accessible on the parent posting board . Facility uses electronic sign in/out, ProCare Solutions . LPA reviewed five children's and four Staff files and are complete and all immunization are up to date. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For childcare center licenses issued after July 1, 2022, the licensee shall test theirwater for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.).LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. LPA referred facility representative to the Department website for lead:Lead Toxicity Prevention and Water Testing Information (https://www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information ).
