What the inspector wrote

On September 9, 2025, Licensing Program Analyst (LPA) Stacey Williams met with Facility Representative, Vaaleska Valencia Caldero and conducted a case management inspection initiated by an unrelated inspection. Criminal record clearance were verified. During the visit, LPA observed 6 preschool children in the preschool area of the facility solely supervised by Facility Representative. Upon file review, it was determined that Facility Representative is not a fully qualified teacher. Facility Representative was unable to provide documentation supporting classes that will be taken this fall semester. LPA discussed ratio regulations and advised that she must maintain the allowed ratios. Facility Representative stated that the facility Director is on leave and is not expected to return. Facility Representative was advised to submit a new Director packet within 10 days. Title 22 regulations cited on subsequent page, LIC809D. Upon receipt of Type A citations, facility shall post and provide copies of the LIC 809D for parents/guardians of children currently in care and for parents/guardians of newly enrolled children for the next 12 months. Facility must also keep the signed LIC 9224, Acknowledging Receipt of Licensing Reports LIC 809D in each child's files. Exit interview conducted. A notice of site visit was provided and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

Facilty Representative was unable to produce docuentation to support that she is a fully qualified teacher. This is an immediate risk to the health and safety of children in care.
