What the inspector wrote

On 7/17/24, at 9:15 AM, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced Annual/Random Inspection the abovementioned Child Care Center (CCC). LPA met with Amy Turner, Director of the CCC and explained the purpose of the inspection. LPA, in the company of Director, toured the interior and exterior of the CCC. The CCC operates from 9;00 AM -12:30 PM on Monday, Wednesday and Friday. On Tuesdays and Thursdays, the CCC operates 9;00 AM -12:00 PM. The preschool is a Cooperative child care program which requires parents of children in care to serve as volunteers on site and assist with care and supervision. The CCC uses a great room which is divided into two different activity areas as well as an outdoor play area. During the inspection, LPA observed 20 children on site during the inspection along with a teacher (cleared and associated) providing care and supervision. LPA notes the Director is activity participating in the care and supervision of children in care. Additionally, two parents volunteers are observed on site lending assistance. The classroom has age appropriate toys and furnishings available for children in care. The CCC has carbon monoxide detector in the classroom which was tested at 9:37 AM and found to be operable. The restrooms used by children in care are in safe and sanitary operating condition. LPA observed an operable refrigerator in the classroom of the CCC which contains items consumed by children in care. LPA notes snacks are provided by the parents of children in care. The CCC does not provide lunches as the CCC ceases operations during the lunch hour. LPA observed a snack menu affixed to the wall of the classroom. Likewise, LPA observed required licensing documents and notices affixed to the CCC's wall in the classroom. CCCs constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. The CCC provided (bottled) drinking water to children in care in the classroom and in the outdoor play area. (CONT. 809-C, Page 2) Disinfectants and cleaning solutions are contained in a secured janitorial closet near the restrooms. Medication in the CCC's is located on an elevated shelf in the supplies closet which is secure and inaccessible to children in care. Sharps in the CCC's are kept on locations in the classroom which are beyond the reach of children. LPA reviewed reviewed Sign In/Out forms at the entry of the CCC which contains the arrival and departure times of children in care, as well as the signature of the given child's authorized representatives. The CCC's outdoor play area is enclosed by a combination of wooden and chain link fencing. The footing in the area is varied. The fences' entry/exit gates are secured. LPA observed age appropriate toys and play equipment in the play area. The toys and play equipment are in suitable condition and free of sharp, loose or pointed objects. The play structures in the play areas have adequate cushioning materials to absorb falls (i.e. sand) and an abundance of shade created by a large tree. The outdoor play area contains three large shed. The sheds contain CCC supplies and are secured. No bodies of water were observed on site. LPA observed waste receptacles with tight fitting covers throughout the CCC. A sampling of staff and children's records were reviewed. The children\342\200\231s records reviewed are complete and found to contain emergency contact information as well as immunization records, among other required licensing documents. Staff records are reviewed and contained Mandated Reporter and Pediatric CPR and First Aid certifications, among other required licensing documents. LPA notes the most recent fire drill occurred at the facility on 5/8/24. Director informed LPA no firearm or ammunition are stored on the premises. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
