What the inspector wrote

On January 29, 2026, at 11:05 AM Licensing Program Analyst (LPA) Elizabeth George conducted an unannounced annual random inspection at the above-mentioned Child Care Center (CCC). LPA met with Director, Amy Turner, and discussed the purpose of the inspection. At the time of the inspection 16 children and 2 staff (cleared and associated) were present. The preschools hours of operation are from 9am \342\200\223 12pm, Tuesdays and Thursdays and from 9am - 12:30pm, Monday, Wednesday and Fridays. The preschool is a Cooperative child care program which requires parents of children in care to serve as volunteers on site and assist with care and supervision. LPA observed 4 parents helpers during today's inspection. LPA in the company of the director toured the interior and exterior of the facility. The CCC consists of 1 classroom and outdoor play area. LPA observed required licensing forms to be posted on the wall in the classroom. LPA observed the classroom to be clean and orderly. Age-appropriate toys and equipment are in good condition. Director informed LPA cleaning compounds are stored in the storage closet which is kept locked and inaccessible to children in care. LPA observed cabinets and drawers that are not secured to be free of hazards. There are sufficient restrooms for children which LPA observed to be clean and free of hazards. LPA observed smoke detector and fire alarm which director stated they checked regularly to ensure they are functioning. Carbon Monoxide detector was tested and found to be operable at 11:28 AM. LPA observed a regulation fire extinguisher in the facility. LPA observed the outdoor play area to be surrounded by a chain link fence with sufficient space for children\342\200\231s activities. Drinking water is made available to children via filtered water both inside classroom and bottle filling station outside. Continued on 809-C LPA observed age-appropriate equipment and play structure in good repair. LPA notes the play structure's fall zones have sufficient cushioning. Water tables in the CCC are emptied daily and /or covered with a secure lid making them inaccessible to children in care. A sampling of children's files was reviewed. LPA observed all children's files to be current and complete. LPA reviewed files for the staff present. LPA reminded director it is their responsibility to ensure staff files are complete and current. LPA notes the director has current Pediatric CPR and First Aid Certification. Director stated fire drills are conducted twice year and provided the parent notification of drills being conducted. LPA observed the sign in and out sheets to filled out appropriately for the children that are present. LPA did not observe any bodies of water on site. There are no firearms or ammunition on CCC site. CCC creates a snack menu for children which parents provide for the class. LPA observed kitchen area to be clean and free of any defects. The refrigerator contains food items consumed by the CCC's children. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Continued on 809-C Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. No deficiencies were given during today\342\200\231s visit. Two technical violations were issued. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted, appeals rights were provided and report was reviewed with director, Amy Turner.
