What the inspector wrote

On 12/12/24, at 10:55 AM, Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced Annual/Random Inspection the Child Care Center (CCC). LPA met with Jamie Sanbonmatsu, Director of the CCC and explained the purpose of the inspection. LPA, in the company of Director, toured the interior and exterior of the CCC. The CCC operates from 8:00 AM to 4:00 PM, Monday through Friday, and is located on the grounds of the Seventh Day Adventist Church of Arroyo Grande. The preschool uses four classrooms (T4- Pre-K, P1 - 2 years, P2 \342\200\223 2 to 3 years, and P3 \342\200\223 3 years) for child care. There are 39 children in care at the time of inspection along with 7 teachers (cleared and associated) providing care and supervision. The classrooms of the CCC are clean and organized. The classrooms have age-appropriate toys and furnishings available for children in care. The CCC has operable carbon monoxide detectors in each room. A carbon monoxide detector was tested in the office area at 12:45 PM and found to be operable. The restrooms used by children in care are in safe and sanitary operating condition. LPA observed an operable refrigerator in the office area. LPA notes snacks are provided by the CCC, while children in care bring lunches from their homes. LPA also observed a CCC menu near the entry of the facility. Disinfectants, cleaning solutions and sharps are secured in each of the classroom cabinets which are inaccessible to children, elevated and locked by magnets. Medication is secured in the CCC's office. LPA notes the Community Room of the CCC has an inactive fireplace which is covered by a metal gate/covering. The CCC's play area is enclosed by wooden fencing. The wooden fences have wired fencing behind for added security. The fences' entry/exit gates are secured. LPA observed age-appropriate toys and play equipment in the play area. The toys and play equipment are in suitable condition and free of sharp, loose or pointed objects. The play structures in the outdoor area have adequate cushioning materials to absorb falls and an abundance of shade created by trees and building overhangs. No bodies of water were observed on site. Continued on 809-C LPA also observed child safety gates are at the base of the stairs near the elevated dramatic play area. Waste receptacles with tight fitting covers were observed throughout the CCC. There is available (filtered) drinking water for children at the CCC both inside and outside of the classrooms. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPA reviewed posted licensing required notices and documents throughout the CCC. Sign In/Out forms are outside of the CCC's entry door. The records were reviewed by the LPA upon arrival and found to be completed appropriately. A sampling of staff and children's records were reviewed. The children\342\200\231s records were complete and found to contain emergency contact information as well as immunization records. Staff records were reviewed and contain the required qualifications and Pediatric CPR and First Aid certifications. LPA reminded Director to ensure training certifications are renewed and kept current. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Director was reminded that all adults 18 and over working in the CCC, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
