What the inspector wrote

On 4/7/25, at 10:55 AM, Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced Annual/Random Inspection of the above-mentioned Child Care Center (CCC). LPA met with Candelaria Echeverria, Site Supervisor of the CCC and explained the purpose of the inspection. LPA, in the company of Site Supervisor, toured the interior and exterior of the CCC. The CCC operates from 7:45 AM to 4:45 PM, Monday - Friday. The CCC consists of two buildings (Building A and B) and an outdoor area. The CCC is currently only operating out of Building A, Classroom A. LPA observed 13 children in care along with 2 teachers (cleared and associated) and a volunteer providing care and supervision. The classrooms of the CCC are clean and organized. LPA reviewed posted licensing required notices and documents in classroom A. Sign In/Out forms were reviewed by the LPA upon arrival and found to be completed appropriately. The classrooms have age-appropriate toys and furnishings available for children in care. The CCC has an operable carbon monoxide detector in classroom A that was tested at 11:15 AM and found to be operable. The restroom used by children in care is in safe and sanitary operating condition. LPA observed a refrigerator in the kitchen area of the CCC. LPA notes the CCC provides morning snacks, lunches, and afternoon snacks for children in care. LPA observed CCC menus posted in classroom A. Disinfectants are secured underneath the sink in the kitchen area as well as in a locked elevated cabinet in the bathroom. Sharps are observed to be locked in a kitchen drawer. Medications are secured in a locked cabinet in the kitchen area of the CCC. The CCC has filtered drinking water available for children inside the classrooms and in the outdoor play area. Continued on 809-C Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. The CCC\342\200\231s outdoor play area is enclosed by chain linked fencing. The fences' entry/exit gates are secured. LPA observed age-appropriate toys and play equipment in the play areas. The toys and play equipment are in suitable condition and free of sharp, loose or pointed objects. The play structures in the play areas have adequate cushioning materials to absorb falls and an abundance of shade created by shade sails. Director was informed to replace outdoor toys and equipment once the items begin to degrade or when the items are not in good repair. No bodies of water were observed on site. Waste receptacles with tight fitting covers were observed throughout the CCC. Staff and children's records were reviewed. The children\342\200\231s records were complete and found to contain emergency contact information as well as immunization records. Staff records were reviewed and found to be current with Mandated Reporter training and CPR/First Aid (EMSA approved) training. LPA reminded site supervisor to ensure training certifications are renewed and kept current. Director notes no firearms or ammunition is on site. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Continued on 809-C Facility Representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
