What the inspector wrote

On 10/1/24, at 11:00 AM , Licensing Program Analysts (LPAs) Elvin Baddley and Shane Lotfus conducted an unannounced Annual/Random Inspection the abovementioned Child Care Center (CCC). LPAs met with Julio Soto, Director of the CCC and explained the purpose of the inspection. LPAs, in the company of Director toured the interior and exterior of the CCC. LPA notes 23 children are present, along with two staff members providing care and supervision. LPAs note Director is assisting with the care and supervision of children. The CCC operates from 7:00 AM to 6:00 PM, Monday - Friday. The CCC uses three rooms for (Playroom, Dress up Room, Kitchen area) child care in addition to outdoor play areas. The classrooms used for child care are organized. The classrooms have age appropriate toys and furnishings available for children in care. Further, the CCC has appropriate lighting and ventilation to support child care services. The CCC has a carbon monoxide detector in the playroom which was tested at 11:23 AM and found to be operable. The CCC's restroom for children is observed to be in safe and sanitary operating condition. Disinfectants and cleaning solutions are stored in elevated locations which are accessible to staff members but inaccessible to children in care. At 11:30 AM, LPAs observed pliers and a pair of garden clippers in an insecure drawer accessible to children. LPAs reminded Director to ensure sharps in the CCC are inaccessible to children in care. LPA observed the CCC's menu posted along with other required licensing notices and documents near the entry door of the CCC. The CCC provides snacks to children in care while parent provide lunches. LPAs observed an operable refrigerator in the CCC's kitchen which contained food items for children in care. The kitchen has hot water for the preparation of meals. The CCC has available filtered drinking water for children inside the CCC and outside in the play areas. At 12:10 PM, LPAs were informed the CCC has not had its water sources tested lead contamination. LPAs reminded Director of the obligation to have the CCC's water sources tested for lead contaminates. LPAs observed the CCC's outdoor playground areas to be enclosed by a combination of wooden and wire fencing. At 12:25 PM, LPAs observed a portion of the wooden fence (CONT. 809-C, Page 2) to the east portions of the property which is leaning from the post, creating a a space/gap to the neighboring property. Additionally, LPAs observed a broken wooden slat near the aforementioned. LPAs reminded the Director to ensure fencing in the outdoor play area is secure and in good repair. LPAs observed a building in the outdoor which serves are a storage unit. The building was secure. LPAs notes a portion of the outdoor is currently closed. Children in care have no access to the noted area. The area has a number of farm animals on site. LPAs reminded Director to ensure animals are properly care for and vaccinated when appropriate. No bodies of water were observed on site. Waste receptacles with tight fitting covers were observed throughout the CCC. LPAs reviewed both children's records and the records of staff members. The children’s records are complete and found to contain emergency contact information as well as immunization records, amongst other required licensing forms and documents. Staff records were reviewed and contained Pediatric CPR and First Aid (ESMA approved) certifications as well as Mandated Reporter certifications, amongst other required licensing forms and documents. Director informed LPAs no firearm or ammunition is stored on site. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Director was provided a copy of their appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these rights. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Facility representative Julie Soto.
