What the inspector wrote

On 05/19/2025, at 11:15 AM, Licensing Program Analyst (LPA) Shane Loftus conducted a Random/Annual Inspection of the above-mentioned Family Child Care Home (FCCH). LPA met with Robin Reed, Licensee of the FCCH and explained the purpose of the inspection. LPA, in the company of the Licensee, toured the interior and exterior of the FCCH. The home\342\200\231s living room, kitchen, converted garage, hallway bathroom, front patio, and backyard are used for child care, while the home\342\200\231s bedrooms are excluded. At the time of the inspection, LPA observed 10 children and one Assistant (cleared and associated) providing care and supervision. LPA observed the FCCH to be clean and orderly. The bathroom used for care is clean and free of toxins. LPA observed cleaning compounds on an elevated shelf above the washer/dryer in the converted garage, and underneath the sink in a secured cabinet. LPA observed medications and sharps in the FCCH stored on elevated shelves in kitchen cabinets which is also inaccessible to children in care. Toys, furniture and equipment in the FCCH are age appropriate. LPA observed required licensing forms and documents posted on the wall in FCCH's converted garage. Additionally, LPA observed a fireplace in the living room which is screened by a glass. LPA observed a smoke and a carbon monoxide detector in the FCCH. Each detector was tested (11:30 AM and 11:31 AM) and found to be operable. At 11:45 AM, LPA notes a regulation fire extinguisher in the FCCH's converted garage area was last serviced on 03/11/2024. LPA reminded the Licensee to either service or purchase a regulation fire extinguisher annually. LPA reviewed the home\342\200\231s fire/disaster drill log which noted the most recent fire drill occurred on 4/1/25. The home maintains operable telephone services. Cont. 809-C The FCCH's backyard is enclosed by wooden fencing and wire fencing. The fence\342\200\231s entry/exit gates are secure. The footing in the backyard area is varied. Toys and play equipment observed in backyard are age appropriate. Licensee is reminded to remove and replace outdoor toys and equipment when such items begin to degrade and are not in good repair. LPA observed no bodies of water on site. LPA reviewed the records of children on site. The records were current, complete and possessed emergency contact information and immunization records, among other required licensing documents. The Licensee's records are current and complete with Pedantic CPR and First Aid certifications (EMSA approved) expiring on 05/20/2026, and Mandated Reporter training certification expires on 05/19/2027. The Licensee informed LPA no firearms or ammunition are stored on site. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. Cont. 809-C A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview the licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. A Type B Deficiency are being cited based on LPA\342\200\231s observation pursuant to Title 22 of the CA Code of Regulations (refer to LIC 809-D). Licensee was provided a copy of their Appeal Rights (LIC 9058) and their signature on this form acknowledges receipt of these rights. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee Robin Reed.
