Inspector’s narrative

What the inspector wrote

On 5/14/24, at 1:40 PM, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced Annual/Random Inspection the abovementioned Child Care Center (CCC). LPA met with Christy Short, Director of the CCC. LPA in the company of the Director toured the interior and exterior of the CCC. The CCC is on the grounds of the Community Presbyterian Church of Cambria and operates from 8:00 AM to 3:00 PM, Monday - Friday. The CCC uses three classrooms (Pre Kindergarten classroom, Preschool classroom and the Movie classroom) for child care services. LPA observed eight children on site during the inspection along with 1 teacher aide. LPA notes the Director is assisting with the care and supervision of children. LPA observed the CCC to be organized. LPA observed age appropriate toys and furnishings in the classroom for children in care. LPA observed a carbon monoxide detector on site. The detector was not tested as a number children in care were napping. LPA observed the bathroom used by children in care to be in safe and sanitary operating condition. An operable refrigerator is on site and the CCC also has access to an operable refrigerator in the adjacent church. The parents of children in care provide lunches while the CCC provides snacks once a day. CCC staff ensure lunches from home contain items from the essential food groups and are void of junk foods LPA notes the CCC's menu is posted near the entry of the CCC. Children also have the ability to access water inside and outside of the classroom. CCCs constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPA observed disinfectants, cleaning solutions, medications and sharps stored on elevated shelves in classroom cabinets which are beyond the reach of children in care. LPA notes medication is secure in a lock box. LPA also observed cleaning supplies atop of a classroom cabinet which inaccessible to children in care and beyond their reach. (CONT. 809-C, Page 2) LPA reviewed licensing required documentation posted at the CCC. A sampling of Sign In/Out forms were reviewed. LPA notes the forms contained the arrival and departure times of children in care, as well the signature of their authorized representatives The CCC's outdoor play area is enclosed by fencing and footing is varied. The play yard fence's entry/exit gates are secured. LPA observed age appropriate toys and play equipment in the play area. LPA observed the toys and play equipment in the play area to be in suitable condition and free of sharp, loose or pointed objects. The Director is reminded to remove toys and play equipment from the play area when the aforementioned degrades and becomes inappropriate for use. LPA observed a shed in the play area which is secured. The shed contains CCC equipment and supplies. The play structures in the area have adequate cushioning to absorb falls. The outdoor area also has shade created by shade covers, trees and building overhangs. No bodies of water were observed on site. LPA reviewed staff and children records. The children\342\200\231s records are complete and found to contain emergency contact information as well as immunization records, amongst other required licensing documents. Staff records are reviewed and contained current Pediatric CPR/First Aid, and educational experience, amongst other required licensing documents. At 2:30 PM, LPA was unable to locate Mandated Reporter Certifications for two staff members (S1 and S2) . LPA reminded the Director of the requirement to have Mandated Reporting training current for all staff members. Site Supervisor informed LPA no firearm or ammunition is stored on site. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee was provided a copy of their appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these rights. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Facility representative Christy Short.
