Inspector’s narrative

What the inspector wrote

On 05/06/2025 at 11:00 AM, Licensing Program Analysts (LPAs) Shane Loftus and Cynthia Alvarez conducted an unannounced Annual/Random inspection of the facility. The LPAs met with Mariana Perez, Licensee of the FCCH and explained the purpose of the inspection. LPAs, in the company of Licensee, toured the interior and exterior of the FCCH. LPAs observed eleven (11) children in care along with an Assistant (cleared and associated) during today\342\200\231s inspection. The home consists of three (3) bedrooms, (2) bathrooms and has an attached permitted garage with its own bathroom. LPAs notes the home is off-limits to children in care. Day care services occur in the permitted garage which has its own bathroom, and the outdoor area. The home is clean, orderly and has ventilation to afford for the children\342\200\231s comfort and safety. Further, the home was void of hazardous items. LPAs observed sharps, medication for the family, and cleaning solutions/toxins are in the main house of the FCCH. LPAs note that the main house is off-limits to the children by means of a locked door that leads into the home. Toys, furniture and equipment observed in the home are safe, varied and age appropriate. Required licensing forms are predominantly posted on the wall of the converted garage. LPAs observed and tested smoke and carbon monoxide detectors at 11:18 AM and note both were operable during inspection. The home has a regulation fire extinguisher which was serviced on 04/11/25. LPAs reminded the Licensee to either service or purchase a regulation fire extinguisher annually. The home maintains working telephone services. Continued on 809-C LPAs observed the outdoor play area is completely enclosed with wooden fencing. The fence\342\200\231s entry/exit gates were secure. LPAs observed a shed in the backyard that was locked and inaccessible to children in care. LPAs observed plenty of shade, gross motor activities with cushion in all fall zones accessible to children in care. Toys and play equipment observed in backyard are safe, varied, age appropriate and in satisfactory condition. No bodies of water were observed on site. LPAs confirmed no firearms or ammunition are stored on site. LPAs reviewed children's records. The records are current, complete, and possessed emergency contact information and immunization records. LPAs verified 15 min. sleep logs of infants enrolled in the FCCH. A review of the FCCH's fire drill log shows the last drill occurred 3/26/25. The Licensee's records were reviewed. Licensee\342\200\231s pediatric CPR and First Aid certification was taken on 1/11/25. Licensee\342\200\231s Mandated Reporter training certificate was taken 12/2/24. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPAs discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. Contintued 809-C A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the licensee confirmed that there are no Registered Sex Offenders living in the facility and LPAs completed the RSO profile in FAS.
