What the inspector wrote

On 4/9/25, at 12:25 PM, Licensing Program Analyst (LPA) Shane Loftus conducted an Annual/Random Inspection of the above-mentioned Family Child Care Home (FCCH). LPA met with Meghan Smith, Licensee of the FCCH and explained the purpose of the inspection. LPA, in the company of the Licensee, toured the interior and exterior of the FCCH. The home\342\200\231s playroom, hallway bathroom, front yard and back yard are used for child care, while remainder of the home is excluded from care. LPA notes there are no children present during the time of inspection. The home was orderly and the bathroom used for care was clean and free of toxins. LPA observed cleaning compounds on an elevated shelf in the laundry room. LPA observed sharps on an elevated shelf in the kitchen pantry which is locked and inaccessible to children in care. Medication is stored in and elevated kitchen cabinet and in the master bedroom of the home, which is excluded from care. Toys, furniture and equipment in the interior of the FCCH are age appropriate. The FCCH has working telephone service. LPA observed required licensing forms and documents posted on the wall in FCCH's playroom. The FCCH has no fireplace on site. A combination smoke/carbon monoxide detector is observed in the FCCH's playroom. The detector was tested at 12:35 PM and found to be operational. LPA observed a regulation fire extinguisher in the FCCH which was purchased 4/10/24. LPA reminded the Licensee to either service or purchase a regulation fire extinguisher annually. Continued 809-C The FCCH's backyard is enclosed by wooden fencing and the footing is the area is varied. At 1:25 PM, LPA notes the back yard fence is broken and missing wooden slats. The FCCH is in proximity to a neighboring pool. The location of the neighboring pool is just beyond the FCCH's rear back yard fence. LPA observed the pool to be enclosed by wrought iron fencing and secure. The pool is not used by children in care. Licensee will not use the back yard for child care until the backyard fence is fixed. Further, there are no bodies of water on the property of the FCCH. Toys and play equipment observed in the backyard are age appropriate. LPA informed the Licensee to replace outdoor play equipment and toys once they began to degrade and are not in good repair. LPA reviewed children records. All records reviewed are current and complete, with parent's rights and emergency consent forms, among other required documents. A current roster of children was reviewed by the LPA. LPA reviewed the Licensee's records. At 1:35 PM, LPA notes the licensee does not have current CPR/First Aid training. The remainder of the licensee\342\200\231s records are current with Mandated Reporter training expiring on 7/25/25. The Licensee informed LPA no firearms or ammunition is on site. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record cleara nce or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Continued on 809-C Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Type B Deficiencies are being cited based on LPA\342\200\231s observation and record review pursuant to Title 22 of the CA Code of Regulations and Health and Safety Code (refer to LIC 809-D). Licensee was provided a copy of their Appeal Rights (LIC 9058) and their signature on this form acknowledges receipt of these rights. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee Meghan Smith.
