What the inspector wrote

On 10/02/2025, at 12:15 PM, Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced Annual/Random Inspection of the above mentioned Family Child Care Home (FCCH). LPA met with Jessica Strong, Licensee of the FCCH, and explained the purpose of the inspection. LPA, in the company of the Licensee, toured the exterior and interior of the FCCH. The FCCH's living room, dining room, kitchen, hallway bathroom, outbuilding ("nap room"), converted garage and outdoor yard are used for child care services, while the remainder of the home and building properties are excluded from care. Licensee informed LPA the FCCH is predominantly an outdoor program and children spend a bulk of the time in the outdoor yard. Licensee also informed LPA children do access the home to use the bathroom and when the weather is inclement. At the time of the inspection, LPA observed 5 children present, along with two assistants (cleared and associated) providing care and supervision. The FCCH is clean, orderly and has ventilation to afford for child care services. Medications in the FCCH are stored on an elevated shelf in a hallway closet as well as the master bedroom. Sharps are stored on top of the kitchen refrigerator. The home's cleaning compounds are stored in an elevated cabinet in the garage and on an elevated shelf in the hallway cabinet. Toys, furniture and equipment observed in the FCCH are age appropriate. Required forms are posted on the wall in the FCCH's converted garage. The FCCH has a combination smoke/carbon monoxide detector which was tested at 12:38 PM and found to be operable. The FCCH has a regulation fire extinguisher which was serviced on 07/28/2025. Continued on 809-C LPA reminded the Licensee to either service or purchase a regulation fire extinguisher annually. The outdoor area is enclosed by a combination of fencing. The footing in the area is varied. There is ample shade in the area for children in care. LPA observed three sheds in the outdoor area. All sheds are locked and off-limits to children. One shed is used for storage and as housing for the Licensee\342\200\231s adult daughter. The second shed is covering a water well and the third shed is also housing for the Licensee\342\200\231s son. The outdoor area also has a studio that is occupied by tenants. Children do not have access to the studio. LPA observed an outdoor restroom area which is used by the children. Licensee also informed LPA, when needed, the children also have access to use the bathroom inside the home. LPA observed an outdoor room that is used as a music room and nap room. The outdoor area is partitioned by fencing to separate the area for child care from the area for personal use. LPA observed a jacuzzi in the outdoor area. The jacuzzi was empty, has a locked cover, and is inaccessible to children in care. LPA reviewed the records of children on site. At 1:30 PM, LPA notes C1 does not have immunization records on file. The remainder of the children\342\200\231s records were current, complete and possessed emergency contact information and other required licensing documents. The Licensee's and assistant\342\200\231s records were reviewed and found to be current with CPR/First Aid training and Mandated Reporter certifications. The Licensee informed LPA no firearm or ammunition are stored on site. Licensee provides Incidental Medical Services (IMS). IMS policy was discussed. For IMS information see PIN 22-02CCP. Continued on 809-C LPAs discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS on 10/02/2025. Today, a Type B deficiency is being cited under Title 22 Division 12 California Code of Regulation (see 809-D). A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee, Jessica Strong.
