What the inspector wrote

On 4/16/25 10:55 AM, Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced Annual/Random inspection of the Child Care Center (CCC). The LPA met with Evelyn Choto, Director of the CCC and explained the purpose of the inspection. LPA in the company of the Director toured the interior and exterior of the CCC. The center operates from 8:30 AM to 3:00 PM, Monday - Friday. This is a combine center with infant program. At the time of the inspection, four (4) preschool children and one (1) teacher (cleared and associated) were present. The CCC uses one classroom and an outdoor play area. The CCC has proper ventilation to afford for children in care. LPA observed age-appropriate toys and furnishings throughout the CCC. LPA observed a carbon monoxide detector in the classroom which was tested at 11:15 AM and found to be functional. Disinfectants and cleaning solutions are in an elevated locked cabinet. Sharps are store on an elevated shelf in the kitchen area of the classroom. Medications are stored in a locked box in an elevated locked cabinet of the classroom. All of these areas are inaccessible to children in care. The CCC's bathrooms are in the Preschool classroom and were observed to be clean and free of toxins. There is also another restroom in the play yard. Director stated that the CCC is only using the toilets in the Preschool classroom. The CCC has an operable refrigerator. The CCC provides morning snacks while children in care bring lunches from their home. LPA observed a menu posted alongside the refrigerator. The CCC provides filtered bottled water, and the children also bring water from their home. Continued on 809-C Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPA observed that the outdoor play yard is completely fenced. LPA observed age-appropriate toys/play equipment in the play area. LPA reminded Director to replace toys and play equipment when they are not in good repair. No bodies of water were observed on site. The Director stated there are no firearms/weapons or ammunition that are stored on the premises. LPA observed CCC license and required notices posted in the Preschool classroom. LPA observed a Sign In/Out form near the CCC's entry. A sampling of staff and children\342\200\231s records were reviewed. The children\342\200\231s records were complete and found to contain emergency contact information as well as medical assessments. Staff records were reviewed and found to be current with Mandated Reporter trainings, CPR/First Aid certifications, as well as staff qualifications. Incidental Medical Services (IMS) p olicy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a cr iminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. Continued on 809-C A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
