What the inspector wrote

On 7/1/24, at 9:45 AM, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced Annual/Random Inspection of the abovementioned Child Care Center (CCC). LPA met with Bonnie Luther, Director of the CCC and explained the purpose of the inspection. LPA, in the company of the Director toured the interior and exterior of the CCC. The CCC operates from 7:30 AM to 3:00 PM, Tuesday, Wednesday and Thursday. LPA note the CCC is currently closed and has not been operational since May of 2024. Director informed LPA the CCC may resume operations in January of 2025. As such, LPA observed no children in care at the time of the inspection. When operational, the CCC operates out of a single classroom (Purple Door) on site. LPA notes the CCC is part of a combination Infant and preschool program located on the grounds of Trinity United Methodist Church. LPA observed age appropriate toys and furnishings throughout the CCC. Toys include auditory, visual and tactile stimulation items as well as items to enhance and manipulative skills. LPA observed the CCC to have cribs and napping cots for children in with varying levels of mobility. LPA observed a carbon monoxide detector in the CCC. The carbon monoxide detector in the CCC was tested at 10:18 AM and found to be operable. The CCC has an operable refrigerator in the kitchen. The refrigerator was empty as the CCC is no operational. When operational the refrigerator contains labeled food items and formula for the children's consumption, according to Director. Additionally, there is available drinking water both inside the classroom and outside in the play area. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the Licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. (CONT. 809-C, Page 2) Disinfectants and cleaning solutions, sharps and medications within the classroom are located in elevated locations and inaccessible to children. Required licensing forms and documents are posted in the infant room and in the Director's Office. The restroom in the CCC is in clean and sanity operating condition and a changing table is within arms reach of readily available sink. The CCC's outdoor playground area is enclosed by chain linked fencing. The fence\342\200\231s entry/exit gates are secured. The footing in the area is varied. LPA observed a secure shed in the area which contains CCC supplies. LPA observed age appropriate toys/play equipment in the play area which are in suitable condition. LPA observed play structures in the playground areas to have adequate cushioning materials to absorb falls. LPA also observed ample shape in the play areas. No bodies of water were observed on site. LPA observed waste receptacles with tight fitting covers throughout the CCC. A sampling of staff and children records were reviewed. The children\342\200\231s records were complete and found to contain emergency contact information as well as immunization records. LPA reviewed a sampling of Individual Needs/Services, Sleep Plans and a log capturing sleep check in 15 minute intervals. Staff records are reviewed and contained current pedantic CPR/First Aid and Mandated Reporter certifications as well as teaching qualifications. Director noted no firearm or ammunition is stored on site. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Commonly Asked Questions about Child Care Centers and the ADA are available at: https://www.ada.gov/resources/child-care-centers/ Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with Facility Representative and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public (CONT. 809-C, Page 3) -information-and-resources/safe-sleep as an additional resource. LPA also informed Facility Representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and rec ommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Facility Representative Bonnie Luther.
