What the inspector wrote

On 7/1/24, at 1:30 PM, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced Annual/Random inspection of the abovementioned Child Care Center (CCC). LPA met with Evelyn Choto, Director of the CCC and explained the nature and purpose of the inspection. LPA, in the company of the Director, toured the interior and exterior of the CCC. The CCC operates from 8:15 AM to 3:15 PM, Monday thru Friday. The CCC is a combined center with preschool and infant licenses. The infant program is located in classroom 7. LPA observed five children during the inspection, a long with one teacher (cleared and associated), providing care and supervision. It should be noted the Director is directly assisting with the care and supervision of children on site. LPA observed required licensing forms and documents posted on the wall of the classroom. LPA observed age appropriate toys and furnishings throughout the CCC. Toys include auditory, visual and tactile stimulation items as well as items to enhance and the children's manipulative skills. LPA observed the CCC has ample cribs and napping cots for children in care with varying levels of mobility. LPA observed an operable mini refrigerator located in the classroom. The refrigerator did not have any children's bottles or food at the time. However, Director informed LPA food and formula are labeled and dated when present. LPA observed a carbon monoxide detector in the CCC. The carbon monoxide detector in the CCC was not tested as a children in care are napping. Children in care have access to available drinking water (bottled) both inside the classroom and outside in the play area. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the Licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Disinfectants and cleaning solutions are secured in elevated locations and inaccessible to children. (CONT. 809-C, Page 2) . Likewise, the CCC medications and sharps are also secured in elevated locations and inaccessible to children in care. The restroom in the CCC is in clean and sanity operating condition and changing table at the CCC is within arms reach of a sink. The CCC uses written sign-in/sign-out forms. The forms were observed near the door of the classroom. Forms contained the arrival and departure times of children along with the signature of authorize representatives. The CCC's outdoor playground areas is enclosed by chain link fencing and is separated from the preschool play area. The fence\342\200\231s entry/exit gate is secured. The footing in the area is varied. LPA observed age appropriate toys/play equipment in the play area which are in suitable condition. LPA observed play structures in the playground area have adequate cushioning materials to absorb falls. LPA also observed ample shade provided in the play area. No bodies of water were observed on site. LPA observed waste receptacles with tight fitting covers in the CCC. A sampling of staff and children records were reviewed. The children\342\200\231s records were complete and found to contain emergency contact information as well as immunization records. LPA reviewed a sampling of Individual Needs/Services, Sleep Plans and a log capturing sleep check in 15 minute intervals. Staff records are reviewed and contained current pedantic CPR/First Aid and Mandated Reporter certifications (EMSA approved) as well as teaching qualifications. Director noted no firearm or ammunition is stored on site. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. (CONT. 809-C, Page 3) LPA discussed the safe sleep regulations with Facility Representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Facility Representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Facility Representative Evelyn Choto.
