What the inspector wrote

On 6/6/24, at 9:15 AM, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced Annual/Random inspection of the abovementioned Family Child Care Home (FCCH). LPA met with Melinda Collins, Licensee of the FCCH and explained the purpose of the inspection. LPA, in the company of Licensee toured the interior and exterior of the FCCH. The home\342\200\231s living room, converted bedroom ("playroom"), guest rooms, hallway bathroom and back yard are used for child care services, while the remainder of the home is excluded from care. LPA notes the FCCH is a two story dwelling and child safety gates are observed in the hallway, the entry to the playroom, the entry to the kitchen and the entry to the craft room (leading to the upstairs stairwell). At the time of the inspection, nine children are present along with an assistant providing care and supervision. Required forms are predominantly posted in the FCCH's living home on the side of a cabinet/shelf. The FCCH has a fireplace which is screened by a glass and inaccessible to children. LPA observed smoke and carbon monoxide detectors throughout the FCCH. Detectors were tested at 9:23 AM and 11:02 AM. The detectors are operable. The FCCH has a regulation fire extinguisher which was service on 9/14/23. LPA reminded the Licensee to either service or purchase a regulation fire extinguisher annually. The home maintains working telephone services. The FCCH has ventilation to afford for childcare. LPA observed cleaning compounds stored in a locked cabinet underneath the sink in the kitchen area. Medication was observed on an elevated self in the kitchen which is inaccessible to children. Sharps in the kitchen are in the far corner of a kitchen counter which is behind a small appliance and beyond the reach of children in care. Toys, furniture and equipment observed in the FCCH are age appropriate. The bathroom used for child care is free of hazardous items. The backyard is enclosed by a combination of wooden and chain linked fencing. The fence\342\200\231s entry/exit gates are secure. The footing in the backyard area is varied. Toys and play equipment observed are age (CONT. 809-C, Page 2) age appropriate. LPA observed a propane tank in backyard which is enclosed by wood fencing, which make the propane tank inaccessible to children in care. LPA reminded Licensee to remove/replace outdoor place equipment and toys which are degraded or are not in good repair. LPA observed no bodies of water on site. LPA observed a number of cats on the property. Licensee informed LPA some cats are pets, while other are farm/stray cats in the farm like setting of the residence. Licensee informed LPA access doors in the home are closed to ensure non-pets cat are not accessing the home. Further, Licensee traps and neuters cats to ensure the cat populations are reduced in the residential area. A sampling of the children records are reviewed. The records are current, complete and possess emergency contact information as well as immunization records, among other required licensing documents. The Licensee's records are also current and complete with CPR and First Aid certifications expiring on 5/25/26 Likewise, the Licensee's Mandated Reported training certificate expires 5/6/26. The Licensee informed LPA no firearms or ammunition are stored on site. The Licensee does not provided Incidental Medical Services (IMS) at this time. IMS policy was discussed. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or (CONT. 809-C, Page 3) exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS on 6/3/24. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee Melinda Collins.
