What the inspector wrote

On 10/1/21, at 8:45 AM, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced Annual Continuation Inspection of the abovementioned Family Child Care Home (FCCH). LPA notes the FCCH was placed an increased inspection schedule on 11/5/20, for a period of two years as part of a Complianc e plan. LPA met with Maria Topete, Licensee of the FCCH and explained the purpose of the inspection. LPA, in the company of Licensee toured the interior and exterior of the FCCH. The FCCH\342\200\231s living room, family room, backyard and restroom are used for child care services, while remainder of the home is excluded from child care. At the time of the inspection, four (two biological) children are present along with an Assistant (cleared and associated) providing supervision. The FCCH was observed to be clean and orderly. The FCCH has ventilation to afford for the children\342\200\231s comfort and safety. The FCCH was void of hazardous items. Medication in the home is stored in a cabinet in the kitchen as well as an upper stairs bathroom. Both areas are inaccessible to children in care and are excluded from care. Likewise, cleaning compounds are stored in a cabinet underneath the kitchen sink. The kitchen entry is barricaded by a child safety gate. Toys, furniture and equipment in the FCCH are age appropriate. Required forms are predominantly posted on the wall near the entry of the FCCH. The FCCH\342\200\231s living room has a fireplace which is barricaded by a child safety gate and inaccessible to children. LPA also observed a child safety screen at the base of the stairwell barricading children in care for the FCCH's upper story. The restroom used for child care is observed to be clean and free of toxins. LPA observed a combination smoke and carbon monoxide detector which is affixed to the ceiling of the family room. The detector was not tested as a child in care is sleep. However, LPA did see a blinking green light in the detector which notes functionality. The FCCH has a regulation fire extinguisher on site which was service on 4/9/21. LPA reminded the Licensee to either service or purchase a regulation fire extinguisher annually. The FCCH maintains working telephone services. (CONT 809-C) The backyard has a grassy play area and is enclosed by wooden fencing. The fence\342\200\231s entry/exit gates are secure. Toys and play equipment observed in backyard are age appropriate and in satisfactory condition. Gates also enclose fruit trees with thrones in the backyard and a child safety gates are observed at the base of outdoor stairwell as well as the side of the FCCH. No bodies of water are observed on site. LPA reviewed children's records. The records are current, complete and possessed emergency contact information as mandated by regulations. The Licensee's records are also current and complete with pediatric CPR and First Aid certifications expiring on 2/18/23. The Licensee's Mandated Reporter training certification expires on 10/25/22. The Licensee informed LPA no firearms or ammunition are stored on site. The Licensee is not providing Incidental Medical Services (IMS). Policy was discussed. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department.
