What the inspector wrote

On February 12, 2026, at 9:05 AM Licensing Program Analysts (LPAs) Elizabeth George and Izak Diaz conducted an unannounced Case Management - Change of Capacity inspection at the above-mentioned Family Child Care Home. LPAs met with Licensee Lupe Topete and discussed the purpose of the inspection. At the time of the inspection 6 children were in the care of licensee. LPAs in the company of the Licensee toured the FCCH in its entirety. Licensee utilizes the living room, dining room, playroom, one bathroom and backyard for childcare areas. Remainder of the home is excluded from childcare services. Stairs are barricaded at the base of the stairway making them inaccessible to children in care. LPAs observed the home to be clean. The bathroom used for care is clean and free of toxins. Discussed with Licensee the importance of continuing to make sure that items that could be hazardous to children, including those that indicate "KEEP OUT OF REACH OF CHILDREN" are made inaccessible to children. LPAs observed the knives, medication and cleaning compounds to be inaccessible to children in care. LPAs observed a fire extinguisher that satisfies regulation (2A10BC) that was serviced on 6/20/25. LPAs reminded Licensee the responsibility to service or purchase a regulation fire extinguisher annually . LPAs reviewed Licensee\342\200\231s Mandated Reporter certification which is valid thru February 2027. Licensee\342\200\231s Pediatric CPR and First Aid certification expires January 2027. LPAs observed a dual smoke alarm and carbon monoxide detector in the home, tested and operable at 9:16AM. Files were reviewed and found up to date and current. continued on 809-C The licensee provided proof of control of property. The Licensee submitted documentation for a FCCH change of capacity. The Five Cities Fire Department granted a fire clearance following an inspection completed on 1/26/26. This home meets Title 22 requirements for a large family child care home and is effective today 2/11/26. Exit interview was conducted, Notice of Site visit was given and report was reviewed with licensee, Lupe Topete.
