What the inspector wrote

On 7/31/24, Licensing Program Analysts (LPAs) Elvin Baddley and Shane Loftus conducted an unannounced 3 Year Required Inspection of the abovementioned Family Child Care Home (FCCH). LPAs meet with Cynthia Alcantar Rojas, Licensee of the facility and explained the purpose of the inspection. LPAs in the company of the Licensee, toured the interior and exterior of the FCCH. The FCCH is a three bedroom, one bathroom single story dwelling. The FCCH's living room, kitchen, dining area, guest bedroom, bathroom and rear yard are used for for child care services, while the remainder of the home is exclude. During the time of the inspection, LPAs observed child safety gates at the entry to the kitchen and in the hallway in front of the bathroom. LPAs observed five children in care, along with an Assistant/Co Licensee (cleared and associated) providing care and supervision. LPAs observed licensing forms and documents posted on the wall of the living room. LPAs observed a combination smoke and carbon monoxide detector in the facility. The detector was tested at 9:51 AM and found to be operable. The home has a regulation fire extinguisher which was purchased on 7/31/24. LPAs reminded Licensee the fire extinguisher needs to be either service or purchase annually. The home maintains working telephone services. LPAs observed an open face heater which is cover and inaccessible to children in care. Cleaning supplies and toxins are stored in the garage and under the sink which is secured by a child safety lock. Sharps are in are elevated cabinet shelf which is beyond the reach of children, while medication in the FCCH is located in the master bedroom which is excluded from care. The FCCH has ventilation for child care services. The bathroom used for children was found to be clean and free of toxins. Toys and equipment within the FCCH are observed to be age appropriate. LPAs observed a small fenced backyard with age appropriate equipment for children. LPAs did observed an age appropriate trampoline. LPAs reminded Licensee to ensure one children is on the trampoline at a given time. LPAs reminded Licensee of the importance of maintaining direct supervision of children when engaged in outside activities/play. LPAs observed no bodies of water were on site. (CONT. 809-C) A sampling of the children's record were reviewed and found to have current emergency information cards and immunization records, among other required licensing documents. The Licensee's records are current with Mandated Reporter training expiring on 10/27/25, and CPR and First Aid certifications (EMSA approved) expired on 10/28/25, among other required licensing documents. The last emergency drill was conducted in the facility on 7/3/24. LPAs reminded Licensee that emergency drills are required every six months and need to be documented. LPAs observed a dog on site. LPAs reviewed vaccination record for the dog which are current. LIcensee informed LPAs not firearms or ammunition is on site. The Licensee does not provide Incidental Medical Services (IMS). IMS policy was discussed. For IMS information see PIN 22-02CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the (CONT. 809-C, Page 3) facility and LPAs completed the RSO profile in FAS on 7/31/24. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee Cynthia Alcantar Rojas.
