What the inspector wrote

On 2/18/25, at 10:05 AM, Licensing Program Analyst (LPA) Matthew Sapien conducted an unannounced random inspection of the abovementioned Family Child Care Home (FCCH). LPA met with both Katrina and Jack Persons, Licensees of the FCCH, and explained the nature and purpose of the inspection. The LPA, in the company of Licensees, toured the interior and exterior of the FCCH. The FCCH is a 4-bedroom and 3 bathroom single-story home. The FCCH utilizes a den area (converted day care room), one hallway bathroom, and backyard. The remainder of the home is excluded from childcare services (master bedroom, master bathroom, 3 guest bedrooms, 1 additional bathroom, living room, front yard, laundry room, and garage). Importantly to note, excluded rooms and areas are made inaccessible via child safety locks and gates. At the time of the inspection, 7 children were present. LPA observed the FCCH to be orderly and clean. The hallway bathroom, utilized for childcare services, is clean, orderly, and free of toxins. Sharps and cleaning compounds are stored in kitchen cabinets that are either locked or elevated. Currently, no children require medication, however, personal medication is stored in the Licensees' bedroom, an excluded area. Additional cleaning supplies are kept in the house’s laundry room and garage which are areas that are off also off limits. The Licensees also possess a First Aid Kit for the FCCH. LPA observed age-appropriate books, toys, and other furnishings throughout the interior of the FCCH (converted day care room). LPA observed a number of storage compartments in the day care room, each of which contained childcare equipment and toys. LPA observed appropriate licensing forms and documents posted prominently to a bulletin board at the entryway of the FCCH. Importantly to note, LPA observed a fireplace in the living room which was covered by a glass screen. LPA observed smoke and carbon monoxide detectors in the FCCH. At 10:50 AM, a combination smoke and carbon monoxide detector was tested and was found to be operational. LPA also observed a regulation fire extinguisher in the FCCH, which was last serviced on 5/16/24. LPA (CONT. 809-C, Page 2) reminded the Licensees to service or purchase a regulation fire extinguisher annually. LPA reviewed the FCCH's fire/disaster drill log. The most recent drill occurred on 11/26/24. Licensees informed LPA that the FCCH conducts disaster drills every six months. As previously stated, the backyard is accessible to children in care. The FCCH's outdoor area is enclosed by secure wooden fencing throughout. The fence’s entry/exit points are secure. As is the case with the interior of the FCCH, the outdoor area has age-appropriate play structures, toys, and other equipment throughout the area that can afford for robust childcare services. Licensee was reminded to replace toys and play equipment which start to degrade or are not in good repair. The footing of the exterior is made up of varying surfaces (concrete pavement, dirt, and bark). Shade is provided by trees and the house itself. Licensees attested to LPA that children are always supervised when engaged in outside activity. LPA observed a trampoline in the backyard that was made secure by mesh netting and a lock. Licensees informed LPA that the trampoline is not utilized during day care hours. LPA reviewed children's records. The records are current, complete, and possessed emergency contact information and immunization records, among other relevant licensing documents. The Licensee's records were also reviewed. The Licensees CPR/First Aid Training (EMSA approved), expiring on 3/21/26, and their Mandated Reporter Training, expiring on 5/7/25, is current and complete as are other relevant licensing documents and forms. Licensees were reminded to renew certifications and training prior to expirations. Licensees informed LPA that there are firearms present within the FCCH. The firearms are properly stored and locked in a garage safe, an area that is inaccessible for children in care. There is no ammunition in the home. The Licensee does not currently provide Incidental Medical Services (IMS) or administer medication to children in care. IMS policy was discussed. For IMS information see PIN 22-02CCP. LPA discussed the safe sleep regulations with Licensees and discussed the Child Care Licensing Safe Sleep webpage as an additional resource at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep . (CONT. 809-C, Page 3) LPA also informed Licensees of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. During the exit interview, the LPA confirmed that there are no Registered Sex Offenders living in the facility when the LPA completed an RSO profile in FAS on today’s date, 2/18/25. During today's visit, no deficiencies were issued. Licensees were provided a copy of their appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these rights. A notice of site visit was given and must remain posted for 30 days. The exit interview was conducted and report was reviewed with the Licensees', Katrina and Jack Persons.
