What the inspector wrote

On 3/3/25, at 10:05 AM, Licensing Program Analyst (LPA) Matthew Sapien conducted an unannounced random inspection of the abovementioned Child Care Center (CCC). LPA met with Heather Wahlberg, Director of the CCC, and explained the nature and purpose of the inspection. The LPA, in the company of the Director, toured the interior and exterior of the CCC. The CCC utilizes nine classrooms (classrooms 1, 2, and 6 are for general education, while classrooms 4, 5, and 9 are utilized for special education), restrooms that are attached to each classroom, two indoor activity areas, small outdoor areas referred to as "backyards" that every 2 classrooms share, and a large common outdoor play area. Importantly to note, classrooms 7 and 8 are not currently being utilized for classroom instruction. The CCC's hours of operation are Monday through Friday with an AM cohort that runs from 8:00 AM until 11:00 AM and a PM cohort that runs from 12:00 PM until 3:00 PM with an extended hour option until 4:00 PM. During the inspection, LPA observed a total of 48 children in care along with 12 staff members, (cleared and associated), and 9 additional service providers. Each of the CCC's classrooms are clean and orderly. The classrooms have age-appropriate toys, books, and other furnishings for children in care. Each classroom contains a number of cabinets and other storage areas for childcare equipment, files, and other related items. The CCC's two indoor activity areas also possess age-appropriate furnishings for children in care. As mentioned prior, every classroom has a connected bathroom, which each posses 2 toilets. The CCC provides one snack for each cohort of children. There is available drinking water for children at the CCC via classroom water fountains, playground water fountains, and through pitchers of water that are supplied. CCCs constructed before 1/1/20, are supposed to test their water (used for drinking and food preparation) for lead contamination before 1/1/23, and then every 5-years except after the date of the first test. For child care center licenses issued after 7/1/22, the licensee shall test their water for lead within 180 days of (CONT. LIC 809-C, Page 2). licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPA observed snack menus and required notices and other relevant documents posted prominently near classrooms and in the CCC's front office. LPA also reviewed the children's sign in/sign out forms near classrooms and found the arrival times of children, along with the departure times. The signatures of authorized representatives were also present. Facility representative informed LPA that the each classroom has an operational carbon monoxide detector. The carbon monoxide detectors were not tested by LPA as they are integrated within the CCC's fire alarm system. Cleaning compounds and sharps, like teacher's scissors, are stored in locked and elevated classroom cabinets. Additional cleaning solutions are stored in janitor closets, while others sharps like knives are stored in the CCC's kitchen. Medication for children is stored in the nurse's office which is near the CCC's front office. Facility representative informed LPA that the CCC possesses a number of First Aid kits throughout the CCC each of which contain gloves, band-aids, and other appropriate supplies. The main outdoor playground area is enclosed by secure metal fencing throughout. The fence\342\200\231s entry/exit gates are secure and furnishings in the area are age appropriate. The play structures in the outdoor play area has adequate cushioning material (rubber surfacing) to absorb falls. The footing of the exterior is made up of concrete pavement, rubber surfacing, and natural grass. Shade is provided by building overhangs and trees. As mentioned prior, every 2 classrooms share an outdoor "backyard" that affords children an additional space for play. In these areas, LPA observed a number of storage containers and sheds that house childcare related equipment. Facility representative attested that children are always supervised while outside and that outdoor areas are inspected prior to letting children outside. These "backyards" are enclosed by chain-linked fencing. A sampling of staff and children's records were reviewed. The children\342\200\231s records were complete and were found to contain emergency contact information as well admission agreements, among other relevant licensing documents and forms. Staff records were reviewed and contained current pediatric CPR and First Aid certifications (EMSA approved) and Mandated Reporter Training certificates. Facility records show the last fire drill on site occurred on 1/31/25. LPA informed Director that disaster drills are required every six months. LPA confirmed that there are no bodies of water, firearms, or ammunition that are stored on site. This facility does currently provide Incidental Medical Services \342\200\223 IMS. Facility representative was reminded that all adults 18 and over, including employees and volunteers, as specified in HSC section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
