What the inspector wrote

On 8/19/2021 at 2:16pm, Licensing Program Analyst (LPA) Melissa Stewart and Licensing Program Manager (LPM) Maria Mueller conducted an announced Prelicensing inspection for a change of location and met with Program Director, Lauren Thorne. Previous facility number 406215840. Prior to entering the Child Care Center (CCC), LPA Stewart conducted a Risk Assessment for COVID19 and all answers indicated no exposure to COVID19. The new building contains offices, conference rooms, staff rooms and a kitchen in addition to the nine (9) classrooms, two (2) indoor common areas and outdoor activity areas. The Bauer Early Learning Center is operated by the San Luis Obispo County Office of Education and will provide child care services for up to 20 children ages 2 years - Kindergarten in classroom #7 Monday- Friday, 7:45am-12:15pm. The first day with children present will be 8/25/2021. The center was toured and measurements were taken in classroom #7 and the outdoor activity area which is located behind the classroom. At time of inspection the outdoor activity area designated for use was not fenced on one side. However, the entire campus is completely fenced. The additional outdoor playground is still under construction and is not accessible to children at this time. LPAs observed age appropriate furnishings with activity centers containing books, puzzles, manipulatives, blocks, arts and crafts and dramatic play materials. There are two (2) toilets and three (3) sinks in the classroom. Cleaning supplies are stored in a locked cabinet. The first aid kit and locked medication box will be in the office located in the classroom. Program Director reported that the Smart Air filtration system incorporates carbon monoxide monitoring. Drinking water is available both inside via drinking faucets and outside via faucets and individual water bottles. Program Director reported that there are no firearms, ammunition or bodies of water on the premises. Continued on 809-C Incidental Medical Services (IMS) policy was discussed. Director reported that that there are no children currently enrolled who require IMS. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPA advised that the Community Care Licensing Division (CCLD) Provider Information Notices (PINs), Title 22, Division 12 regulations and California Department of Public Health COVID-19 guidelines for child care programs can be accessed on-line at www.cdss.ca.gov . COVID19 Information for San Luis Obispo County can be found at https://www.emergencyslo.org/en/covid19.aspx . The Paso Robles Fire Department conducted an inspection today. This facility meets the requirements of Title 22, Division 12 regulations indoor and outdoor space as well as number of sinks and toilets for 20 children and staff. License is pending receipt of fire clearance by the Santa Barbara Regional Office. A copy of this report and appeal rights were discussed and left with Program Director, Lauren Thorne, whose signature on this form confirm receipt of these documents. LPA provided a Notice of Site Visit (LIC 9213) to be posted. FAILURE TO POST THE NOTICE OF SITE VISIT FOR 30 DAYS MAY RESULT IN A $100.00 CIVIL PENALTY
