What the inspector wrote

On 12/17/25, at 10:00 AM, Licensing Program Analysts (LPAs) Matthew Sapien and Gigi Reyes conducted an unannounced Case Management inspection at the abovementioned Child Care Center (CCC) to ensure that health, safety, and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. LPAs met with Associate Teacher, Jennifer Voldberg, and toured the CCC. Importantly the note, the CCC is on the grounds of Marie Bauer Early Education Center. At the time of the inspection, LPAs observed 15 children present, along with 3 teachers. The CCC's current hours of operation are Monday through Friday with an AM cohort from 8:15 AM until 11:15 AM and a PM cohort from 12:30 PM until 3:30 PM. Currently, the CCC utilizes one classroom (Classroom 10), two bathrooms, and one outdoor play area. The Program Director, Lauren Thorne, applied to increase the capacity from 24 children to 48 children. This capacity increase request includes opening of classroom 7, which includes one bathroom containing two toilets and two sinks, and one outdoor play yard ("backyard"). The measurements of both indoor and outdoor space meets the capacity requirement for the proposed increase of 24 additional children bringing the total to 48 for classrooms 7 and 10. Significant to note, the designated drop off and pick up of children will occur from the "backyard". LPAs observed the classroom and play yard to contain age-appropriate toys and equipment. The play yard is made secure by chain linked fencing and is primarily made up of natural grass with some concrete pavement. Building overhangs and nearby trees offer shade for children in care. LPAs observed no cleaning solutions, sharps, and other items that could pose a danger inaccessible to children. Water will be provided via water bottles purchased by the CCC. CCCs constructed before 1/1/20, are required to test their water (used for drinking and food preparation) for lead contamination before 1/1/23, and then every 5-years except after the date of the first test. For child care center licenses issued after 7/1/22, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA confirmed that the CCC is following and in compliance with the aforementioned directives due to the building being constructed within the past 5 years. A fire safety clearance for capacity of 48 children was granted by the Paso Robles Fire Department on 12/15/2025. A Notice of Site Visit was given to the director and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Appeal rights were given and signature on this form acknowledges receipt of these rights. Program Director request of a change of capacity to 48 children and to make available classroom seven along with an additional play yard is successful. Exit interview conducted and report was reviewed with Program Director, Lauren Thorne.
