What the inspector wrote
On 06/05/2025, at 8:15 AM Licensing Program Analysts (LPAs) Shane Loftus and Gigi Reyes conducted an unannounced Annual/Random Inspection of the above-mentioned Child Care Center (CCC). LPAs met with Dawnna Pfarr, Director of the CCC and explained the purpose of the inspection. LPAs note the inspection will also address the CCC\342\200\231s request to increase the maximum capacity from 30 to 45. LPAs, in the company of the Director toured the interior and exterior of the CCC. The CCC utilizes four (4) classrooms, a multi-purpose room for napping, 2 bathrooms, and an outdoor play area. The CCC is located on the ground of Agape Church. The CCC operates from 7:00 AM to 6:00 PM, Monday - Friday. The CCC has a population of eleven (11) children in care at the time of the inspection along with five (5) adults (cleared and associated) providing care and supervision.
The classrooms of the CCC were clean and organized. The classrooms have age-appropriate toys and furnishings available for children in care. The CCC has a carbon monoxide detector located in the multi-purpose room which was tested at 8:38 AM and found to be operable. The bathrooms of the CCC are observed to be in safe and sanitary operating condition, containing four (4) toilets, and two (2) sinks. LPAs note there is an additional sink located in the outdoor play area. The CCC\342\200\231s kitchen was observed to be clean, orderly, and inaccessible to children in care. Medications are stored in a secured medicine bag located in the CCC\342\200\231s office. Disinfectants, cleaning solutions, and sharps were observed to be stored in the kitchen as well as the office. Each location is inaccessible to children in care.

The CCC provides snacks to children in care. LPAs observed a posted menu, along with required licensing documents on the CCC's wall near the entry door. There is available drinking (filtered) water for children both inside the classrooms and outside in the play area.
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPAs verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.
The CCC has First Aid kits available to facility staff and inaccessible to children inside the classrooms. LPAs reviewed Children Sign In/Out records on the Brightwheel application. LPAs note the forms contained the arrival and departure times of children as well the signatures from their authorized representatives. LPAs note the last fire drill occurred on site on 05/12/2025.
The CCC's outdoor play area is enclosed by chain linked fencing. The footing in the area is varied. The fence\342\200\231s entry/exit gates are secured. The LPAs observed age-appropriate toys/play equipment in the play area. The toys/play equipment are in suitable condition and free of sharp, loose or pointed objects. The play structures in the play area have adequate cushioning material to absorb falls and an abundance of shade. The outdoor play area contains a locked shed containing bikes and other CCC supplies. LPAs observed no bodies of water on site. Waste receptacles with tight fitting covers were observed throughout the CCC.
LPAs reviewed staff and children\342\200\231s records. The children\342\200\231s records are complete and found to contain emergency contact information as well as immunization records, amongst other required licensing documents. Staff records are reviewed and contained current Pediatric CPR/First Aid, Mandated Reporter certifications, and educational experience. Director informed LPAs no firearms or ammunition are stored on site.

The interior of the CCC (classrooms 1, 2, 3, 4, and the multi-purpose room) measures a total of 1853 sq. ft., which will accommodate licensee\342\200\231s request for 45 preschoolers. The outdoor play area measures a total of 10,764 sq. ft. which will accommodate licensee\342\200\231s request for 45 preschoolers.
Fire clearance for a capacity of 45 was granted on 05/27/2025 by the San Luis Obispo County Fire Department. An increase to a capacity of 45 is pending Licensing Program Manager Approval.
This facility provides Incidental Medical Services \342\200\223 IMS. LPAs reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Facility Representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
Facility Representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
