What the inspector wrote

On December 3, 2024 at approximately 8:30am, Licensing Program Analyst (LPA) Catrina Quimbo conducted an unannounced, annual inspection. LPA met with director/licensee, Theingi Lim, and explained the purpose of the visit. Preschool program operates on Colma Elementary School Site in classrooms 3, 4 and 5 only. Upon LPA's arrival, 7 preschool children were present with 3 teaching staff. All staff present have fingerprint clearance on file. Hours of operation are Monday through Friday 7:30am to 5:30pm. With director, LPA inspected day care areas, indoors and outdoors, for health and safety hazards. Preschool classrooms are organized and appropriately ventilated. LPA observed each classroom to have a variety of children's toys and materials that are in good condition. Furniture in classroom for children's use are age appropriate. Per director, children's toys and materials are cleaned and sanitized daily. Per director, children's toys and materials are changed weekly. Flooring in classrooms includes rugs that are clean, free of stains. Per director, rugs are cleaned daily. LPA observed classrooms to be set up with areas that include dramatic play, reading, building and arts and crafts. LPA observed cleaning solutions to be stored in classrooms' high shelves, inaccessible to children. At approximately 10:00am, 13 preschool children were present with 3 teaching staff. Preschool program is operating within capacity limits and ratio during LPA's visit. LPA observed each classroom to have a fire alarm system, fully charged fire extinguisher and dual smoke and carbon monoxide detectors. LPA tested carbon monoxide detector during visit, which was observed to be working. There is also first aid cabinet in classroom that was observed to be equipped with emergency materials. Garbage bins in classrooms were observed to have tight fitting lids. (Continue Report on Page 2...) (Continued, Page 2...) Storage for children's belongings are located in the classroom, labeled with children's individual names. LPA observed children's storage to include individual lunch boxes, extra clothes and sheets and blankets. Children sleep in the classroom on floor mats that are appropriately stored away. Pillows and blankets are stored in children's cubbies and are sent home weekly to be laundered. Restroom for children's use was observed to be in working condition. LPA observed children's restroom to be equipped with appropriate sanitation materials. There is a diaper changing table that is within arm's reach to an adult sink. Per director, children's families provides diapers and wipes. LPA observed diapers and wipes to be appropriately stored, labeled with children's individual names. Dirty diapers are disposed of in a garbage bine with a tight fitting lid. Program does not currently provide a food service. Children bring their own food to facility daily. Per director, staff will heat children's meals, however, no other food service is provided. There are dry snacks available at facility, if needed. LPA observed snack menu to be posted in classrooms. LPA did not observe snacks to be stored with cleaning solutions. Outdoor area is entirely enclosed and fenced. Outdoor area includes outdoor toys and materials that are in good condition. Flooring in outdoor area includes padding and artificial turf. Per licensee, outdoor toys and materials are sanitized daily. LPA did not observe any pools, spas or bodies of water on site. There are accessible sinks in classrooms with water fountains. Per director, children do not drink from sinks or water fountains. Drinking water is made available for children both indoors and outdoors through children's individual water containers. Per director, children's water containers can be refilled on site through purchased water bottles. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. (Continue Report on Page 3...) (Continued, Page 3...) Children are signed into and out of program with written documentation. LPA observed children signed into to program includes their authorized representatives' written signatures. Licensing documents are posted and available for review in each classroom. Emergency disaster drills are conducted monthly and are appropriately documented. LPA reviewed 6 random children's records. Children's records have emergency contact information and immunization records. LPA reviewed all teaching staff's files. All teaching staff present have a current CPR/First Aid certification. Teaching staff files also include educational transcripts, Mandated Reporter certifications and required immunizations that were made available for review. LPA reminded director Mandated Reporter training must be renewed every two years by all staff working with children. For additional information regarding the inspection and its tools and methods, please visit the Program website at www.cdss.ca.gov/inforesources/community-care-licensing/inspection-process Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. No deficiencies were issued today during LPA's visit. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with licensee/director, Theingi Lim.
