What the inspector wrote
On June 26, 2025 @ approx. 9:00am, Licensing Program Analyst (LPA) Maria Olguin-Leon met with Licensee Mercedes Catral to conduct an unannounced annual random inspection. The purpose of the inspection was explained to licensee. Present during today\342\200\231s visit was licensee, two helpers and 6 children (2 infants & 4 preschool-age). All adults present at facility today have criminal background clearances and associated to facility. Facility is following capacity ratios today. Hours of operation are Monday\342\200\223 Friday 7:30am \342\200\223 5:00pm.
LPA and licensee toured the indoors and outdoors of home for health and safety hazards. Home is a single story, 3 bedrooms, 1 bath home. The
DAY CARE AREAS ARE:
Front room(classroom), bedroom #1 (infant room/napping room), hallway, bathroom, and backyard. Licensee is using dining room as a daycare area (for meals only), technical assistance issued. Licensee will submit an updated application to add dining room to daycare areas. LPA inspected dining room for health and safety hazards. LPA approved dining area for use. The
OFF-LIMIT AREAS
: kitchen, bedroom #2 and #3, and garage. Side yard is walk through to backyard.
The ISOLATION AREA
: is in a portion of gated off living room area and away from other children. LPA observed child proof gates throughout home for separation of areas and inaccessibility to off limits areas. Off limits rooms have child proof locks and doors remain closed during daycare hours. LPA observed cabinets to be equipped with child proof locks. LPA observed electrical outlets equipped with child proof covers and barricaded with furniture. Front room flooring has carpeting to cushion falls. Fireplace in front room is barricaded with a toy storage cabinet. Home is organized and clean with proper ventilation and lighting throughout. Home is furnished with age-appropriate toys, puzzles, books and child size furnishings, all in good condition. LPA observed a changing table and playpens with tight fitting sheets in napping room. Licensee provides sheets for playpens and are washed weekly or as needed. Cleaning supplies and other potentially harmful items are stored inaccessible to children in care.
LPA observed entire backyard enclosed with a 5 ft. wood fence and a gate between side yard walk way and backyard. LPA observed slide/climbing structure, slide/swing set, playhouse, climbing dome, ride on toys, and a basketball hoop, all in good condition. Backyard is equipped with a large umbrella to provide shade to children in care. LPA did not observe any pools, spas, or other bodies of water.

Home is equipped with a working carbon monoxide detector and working smoke detector. LPA observed a fully charged fire extinguisher located in hallway which is easily accessible. Licensee maintains a fully stocked first aid kit. Licensee maintains a landline and a cell phone on the premises. Per licensee, there are no weapons or firearms in the home.
LPA reviewed 6 children\342\200\231s file and 2 staff files; all files were complete with all required documents. LPA reviewed sleep logs for enrolled infants, which are keep on an excel sheet on computer. Licensee maintains an updated children\342\200\231s roster. Licensee CPR/FA expires 05/2027 and Mandated Reporter training expires 05/2027. Facility provides meals to children in care, which includes breakfast, lunch and two snack. Per licensee, some children bring their own lunches, LPA observed food brought from home properly labeled with children's names. LPA observed Childcare License, Parent's rights and emergency disaster plan posted at entrance of home and in hallway. Last emergency disaster drill was conducted on March 5, 2025, and is properly documented.
Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

Licensee was reminded about the Provider Information Notices (PINs) on the CCLD website. Licensee was informed that as of September 1, 2016, a person may not be employed or volunteer at a childcare facility unless he or she has been immunized against influenza, pertussis, and measles or qualifies for an exemption pursuant to Health and Safety code 1596.7995 and 1597.662. LPA reviewed AB 1207 with the Licensee.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at

as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
During the exit interview, licensee Mercedes Catral confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
No deficiencies issued today during LPA's visit, under CCR, Title 22, Division 12.
A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
