What the inspector wrote

On January 23, 2026 at approximately 12:00PM, Licensing Program Analyst (LPA) Katie Krenn conducted an unannounced case management inspection. LPA met Site Supervisor and explained the purpose of today's visit. The director, Michelle Doan (D1) arrived shortly after LPA and LPA explained the purpose of today's visit. Present during the visit in addition to the D1 were two staff supervising four infants. Adult to child ratio was met the facility was operating within it's capacity on this day. All staff present have completed criminal record clearances from the Department of Social Services and are associated with this facility on guardian. This infant facility operates on the same site as a preschool. Days and hours of operation are Monday - Friday from 8:00AM to 6:00PM. Per D1, there are no pools, ponds, or similar bodies of water on the property. During the visit LPA inspected the classroom for health and safety hazards. LPA reviewed the files of four staff that work in the infant center. LPA observed that the transcripts for the infant teacher verify six quarter units which is the equivalent of four semester units. Six ECE semester units are the minimum requirement for a teacher, who in addition to having six completed ECE semester units, must also have documentation verifying continued enrollment until the teacher has completed the all the requirements to be a fully qualified teacher. LPA issued a type B citation for this deficiency. In addition, during the file review, LPA observed that one of the infant teachers does not have verifiable MMR immunization. LPA issued a type B citation for this deficiency. continued on page 2 Page 2 During this visit, LPA interviewed two teachers and the director. Facility Representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with director or facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department.   • ARTICLE 1. General Provisions and Definitions

    (a) (1) Commencing September 1, 2016, a person shall not be employed or volunteer at a day care center if he or she has not been immunized against influenza, pertussis, and measles. Each employee and volunteer shall receive an influenza vaccination between August 1 and December 1 of each year.
