What the inspector wrote

On February 20, 2026, at 8:20 am Licensing Program Analyst (LPA) Maria Olguin-Leon met with Operation Manager Renee Keller to conduct an unannounced, annual inspection. LPA explained the purpose of the inspection. Director Nicole Francis arrived at approx. 8:50 am. Present during today\342\200\231s visit was Director, Operations Manager and 16 staff supervising 37 infants. All staff have criminal background clearances. Facility is operating within capacity and in compliance with staff/child ratio. Facility is a combination center operating an infant, preschool, and after school program. Operating days and hours are Monday to Friday 8:30am to 5:30am. Director and LPA toured the indoors and outdoors of the facility for health and safety hazards. LPA observed licensing documents to be posted in an enclosed bulletin board at entrance courtyard wall and in office. The facility has all necessary paperwork posted, Facility License, Notification of Parent's Rights, Notification of Personal Rights, Car Seat Law, and Emergency Disaster Plan. Incidental Medical Services were discussed and medication reviewed. Sick children are isolated in office and away from other children. LPA reviewed electronic sign in/out on tablet. Parents sign children in and out in the morning/afternoon using tablets, each classroom is equipped with its own tablet. Parents use a unique log in code. Staff keeps a manual copy of sign in/out in classroom. LPA reminded Director to ensure all children are properly signed in and out, technical assistance was provided. Facility has a landline in each classroom and uses walkie talkies for communication with staff. LPA observed all classrooms equipped with a fully charged fire extinguisher and first aid backpack. Carbon monoxide detectors and smoke detectors are integrated into facility sprinkler system. Last emergency drill was conducted on 12/23/2025 and properly documented. Emergency drills are conducted monthly. Cont. page 2... Page 2... Infant program operates in classrooms: 1, #2, #3, #9, and #10. LPA observed classrooms to be clean, organized with proper temperature and lighting. Classrooms #9 and #10 are used for younger infants and sleeping areas for infants are physically separate from infant activity space. LPA observed age appropriate washable toys, mats, boppy\342\200\231 s and other infant equipment, in good condition. Furniture edges and corners are rounded, and furniture is age appropriate for infants. Storage hooks are available at entrance of classrooms for infants to store their personal belongings and diapering supplies. Classrooms have diaper changing tables with a one-inch-thick changing pad with raised sides. Changing tables are within an arm\342\200\231s reach of a hand-washing sink. Each classroom has bathrooms with age-appropriate size toilets and sinks, all in working condition. Sinks have no running hot water. Currently, no infants are using toilets. There is a separate bathroom in facility for staff use. All trash containers used for solid waste have tight fitting lids and leak proof. All cleaning products, chemicals and toxins are stored and locked in cabinets and are inaccessible to children. Infant playground is located behind the preschool playground. Infant playground is enclosed with a 5 ft privacy fence. LPA observed canopies to provide shade to children in care. Playground is equipped with age-appropriate toys, which include slides, plastic see saws and a covered sandbox. Outdoor flooring is rubber tiles to cushion falls. LPA did not observe any pools, spas, or other bodies of water. LPA and Director discussed swimming pools located next door in the community center. Per Director, there are no weapons or firearms on the premises. Facility provides snacks for older infants and menus are available and sent electronically to parents. Younger infants bring their own food and bottles from home. LPA observed food and bottles properly labeled with child\342\200\231s name and stored in classroom refrigerators. Kitchen preparation area in classrooms was observed to be clean and food stored properly to prevent contamination. Labeled water bottles with children\342\200\231s names are brought from home for use indoors and outdoors. Facility refills water from classroom sinks. Snacks are also stored in main kitchen of facility, which is clean and organized. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. The Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Preschool classrooms were tested and classrooms were converted to infant classrooms and licensed for a infant program. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Director is aware that all staff is required to complete Mandated Reporter Training every two years. The training can be obtained online at www.mandatedreporterca.com . LPA encourages the director to frequently visit our website at www.ccld.ca.gov for licensing regulations and new updates. Cont. page 4... Page 4...
