What the inspector wrote

On 9/24/2025, at approximately 8:50AM, Licensing Program Analyst (LPA) Jonathan Tse conducted an unannounced annual visit at the facility. LPA met with Licensee, Leanne Runyan, and explained the purpose of the visit. Present during the visit was Licensee, one teacher, two volunteers, and five preschool age children. The facility is operating within staffing and ratio requirements on this day. The facility\342\200\231s hours of operation are 9:00AM to 1:00PM, Monday to Friday. This facility is located on the premises of Hillsdale High School. LPA and Licensee inspected the facility for any health or safety hazards. There are fully charged fire extinguishers present that are at least size 2A10BC. There is a fire alarm system running throughout the facility. LPA observed there to be an operational carbon monoxide detector present. There are heating and ventilation controls available for the comfort and safety of children in care. Outlets are covered or blocked by furniture when not in use. Poisons, cleaning detergents, and other chemicals are stored inaccessible to children in care. Cabinets are secured with childproof locks as necessary. Emergency exits are marked and visible. Evacuation routes are posted and accessible for review by staff. The surface of the facility was observed to be free of debris and other loose articles. LPA observed there to be age-appropriate toys and learning materials present. Furniture is age-appropriate and free of rough or sharp edges. Cubbies are used to store children\342\200\231s belongings. Children have access to blocks, manipulatives, and art supplies. Continued on Page Two Page Two The facility offers snacks, and children bring lunch from home. Cups and drinking water are provided by the facility. LPA observed that food is stored separately from cleaning supplies and other chemicals. Toilets and handwashing sinks were observed to be operational during the visit. Since this facility operates as a half-day program, children do not nap at the facility. The outdoor play area was observed to be enclosed by a fence that is at least four feet high. Children have access to age-appropriate toys and equipment. There is a play structure present that is rated for children ages 2 to 5. The play structure is cushioned with resilient padding. Children have access to drinking water and shade. There are no swimming pools or other similar bodies of water present in the facility. Per Licensee, there are no weapons or firearms stored in the facility. LPA reviewed 2 staff files, 5 children\342\200\231s files, and facility records. Staff members have current Pediatric First Aid/CPR training in addition to current Mandated Reporter training. Staff qualifications and immunization records are available for review. Children\342\200\231s files were observed to be complete. Children are signed in and out of the facility with paper sign-in/out sheets. LPA verified that all children present during today\342\200\231s visit were signed in. All required postings were observed to be posted and accessible for review. The facility last conducted an emergency drill on 9/19/2025. Drills are properly logged and documented. The facility\342\200\231s phone number and email address were verified to be current. Licensee was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Continued on Page Three Page Three Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). This facility is located in a building that was constructed after 2010 and is not required to test its fixtures for lead. Documentation of the construction date is posted and accessible for review. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. LPA requested that the following documents be submitted via email by 10/24/2025: 1) LIC308 (Designation of Facility Responsibility) 2) LIC500 (Personnel Report) 3) LIC610 (Emergency Disaster Plan) 4) LIC9040 (Facility Roster or equivalent document) No deficiencies were cited during today\342\200\231s visit on 9/24/2025. Appeal rights were provided and explained. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee, Leanne Runyan.
