What the inspector wrote

On September 18, 2025, at 8:20 a.m., Licensing Program Analyst (LPA) Zeynep Basak conducted a scheduled pre-licensing inspection for a change of location requested by the licensee, Lorena Taylor. The purpose of the inspection was explained to the licensee, and LPA was granted entry. The licensee was operating under facility # 414004819 at a different location. Once the change- of- location process is completed, a new license will be issued and facility # 414004819 will be closed by the LPA. Residents of the home include the licensee, her husband, and two minor children. LPA verified the adults fingerprint clearances through the Guardian website. The licensee plans to operate Monday through Friday, from 8:00 a.m. to 5:00 p.m., The childcare areas : Living room, kitchen, bedrooms #1, #2, #3, children's bathroom, hallway, and part of the backyard. Off-limit areas : The loft near the front entrance, front yard, the gated/barricaded area of the backyard, and the garage. LPA and the licensee inspected the entire home for Health and Safety Hazards. LPA observed that the home was clean, had good ventilation, and was equipped with multiple working combination smoke alarms and carbon monoxide detectors, as well as fully charged fire extinguisher, size 2A:10BC, located at the entrance. LPA observed that all off-limit areas were properly locked/gated and barricaded. LPA observed that all outlets were covered, and windows had locks. The childcare home has sufficient age-appropriate toys, furniture, and educational materials. LPA observed four playpens and mats for children's sleep and mattresses were the size of playpens and sheets were tight fitted. See page 2. Page 2. The licensee was advised to physically check on infants every 15 minutes during naptime. Documentation must be maintained in the children's file and be available for review by the Department. The licensee was informed that baby walkers, exersaucers, jumpers, bouncers, and similar items are not permitted. LPA observed that the children\342\200\231s bathroom was clean and sanitary. All chemicals were placed on a high shelf in the cabinet. LPA observed the kitchen and found there were no sharp items or chemicals in children's reach. Per the licensee, there are no firearms or weapons in the home. The licensee stated that the isolation area will be located in the bedroom #1 for ill children. First Aid materials/thermometer was observed in the family child care home. LPA also reminded the licensee that smoking is prohibited at the childcare home. LPA and the licensee inspected the outdoor play area and observed age-appropriate play structures and toys for children. LPA observed two fountains and discussed with the licensee. The licensee will have a lock or barricaded them properly prior to licensure. The licensee plans to provide breakfast, morning snack, lunch, and afternoon snack for children in addition to drinking water. LPA advised the licensee to conduct an emergency drill once every six months and to document the practice. According to licensee she has liability insurance for the childcare home. All required postings, such as Parent\342\200\231s Rights and the Earthquake Preparedness Checklist were reviewed with the licensee. Records to be maintained were reviewed and discussed during the inspection. LPA also reminded the licensee of the Family Childcare Home License's responsibilities and reporting requirements. The operation of a Family Child Care Home- 80/20 Regulation was discussed. Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. LPA also informed the licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. On this date, 09/18/2025, the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. See page 4. Page 4. The licensee provided proof of control of property. MyChildCarePlan.org \342\200\223 Centers and Family Child Care Homes The applicant was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. LPA reviewed with the licensee the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children\342\200\231s forms/records, facility forms/records, and information to be posted. An entrance checklist was provided to the licensee. Prior to licensure, the following items must be completed: \342\200\242 Provide cabbies for children's belongings. \342\200\242 Lock/gate or barricade fountains in the backyard. \342\200\242 Install a screen or barricade for the floor heater. The licensee will provide proof of completion to the LPA via email. An exit interview was conducted, and the report was reviewed and provided to the licensee, Lorena Taylor.
