What the inspector wrote

On November 18, 2025, at 11:48 AM Licensing Program Analyst (LPA) Bill Billones conducted an unannounced Annual Random inspection at the above-mentioned Child Care Center (CCC). LPA met with Katie Eckert, Director, and discussed the purpose of the inspection. The hours of operation are 7:45 AM to 4:00 PM, Monday through Friday. At the time of the inspection, LPA observed twenty (20) children present and eight (8) staff providing care and supervision. LPA also observed half day children were being picked up during the time of inspection. LPA in the company of the Director toured the interior and exterior of the facility and observed required licensing documentation posted in a prominent and publicly accessible area of the facility. The CCC consists of two preschool classrooms in total. LPA observed adequate cubbies for children\342\200\231s use. LPA observed five (5) sinks and five (5) toilets for children\342\200\231s use. LPA was informed the families provide all the meals and snacks for the children. LPA observed the classrooms to be clean and orderly with sufficient spacing and ventilation. LPA observed age-appropriate toys and equipment in the classrooms are in good condition. LPA observed a sufficient number of napping equipment/cots are available for children's use. LPA observed cleaning supplies are located on an elevated shelf in the staff-only area. LPA observed a separate staff restroom, which Director states is available for children when they become ill. LPA observed pull alarms, a fire extinguisher, and a dual carbon monoxide detector and smoke alarm located witinh the classrooms. Director tested a dual carbon monoxide detector and smoke alarm at 12:49 PM, which was found to be operational. Continued on LIC809-C LPA observed the outdoor play area to be surrounded by varied fencing with sufficient space for children\342\200\231s activities. During the inspection, LPA observed the completion of the outdoor yard construction plan the Director submitted in July 2025. LPA notes the yard contains new artificial grass and a sun sail for shade. LPA observed a chicken/animal coop and garden beds for additional children\342\200\231s activities. Play structures, swings, and slides are cushioned with materials to absorb falls. LPA notes outdoor play equipment to be in good condition. Water is made available via filtered water jugs and Director states children refill personal water bottles throughout the day. Director state no firearms or ammunition are stored on CCC site. No bodies of water were observed. A sample of children\342\200\231s and staff files were reviewed, which were found to be complete with required licensing documentation. LPA reminded Director it is their responsibility to ensure children and staff files are maintained. Mandated Reporter certificates are valid for staff files reviewed and at least one staff member present had a valid first aid/CPR certificate on record. Per Director, last fire drill was conducted on 09/09/2025. The center utilizes the Bright Wheel Application for sign-in/out. All staff present are associated and cleared. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. LPA referred Licensee to the Department website for lead: Lead Toxicity Prevention and Water Testing Information ( https://www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information ). Director previously submitted a written attestation indicating they do not use the water in the facility for drinking or food preparation. Continued on LIC809-C LPA discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Director of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department.
