What the inspector wrote

On 6/12/23, at 1:00 PM, Licensing Program Analyst (LPA) Elvin Baddley conducted an unannounced One Year Required Inspection the abovementioned Child Care Center (CCC). LPA met with Julianne Tullis-Thompson, Administrator/Director of the CCC and explained the purpose of the inspection. LPA, in the company of Administrator/Director, herein Director, toured the interior and exterior of the CCC. The CCC hold a Preschool License and operates from 9:00 AM to 3:00 PM, Monday - Friday. The preschool primarily uses two room areas for childcare (Advance Green Door Room - Ages 4-5 and the Main Green Door Room- Ages 3-4). LPA observed no children in care during the inspection. LPA notes the CCC in on a summer recess from 6/7/23- 9/6/23. The rooms used for childcare are clean and organized. The rooms have age appropriate toys and furnishings available for children in care. The CCC has carbon monoxide detectors throughout the facility. A carbon monoxide detector in the Advance Green Door Room was tested at 1:18 PM and found to be operable. The restrooms used for care are in safe and sanitary operating condition. LPA observed an operable refrigerator in the CCC's kitchen which contains some food items for the children\342\200\231s consumption. The CCC provides snacks for children, while lunches are provided by parents. CCC advises parents providing lunches to ensure lunches contain healthy items from essential food groups. LPA notes there is available bottled drinking water for children both inside the CCC and outside in the play area. The facility\342\200\231s water sources have been tested for lead containment levels and test results are posted. Disinfectants, cleaning solutions, sharps and medications in CCC are located in areas (i.e. staff and Director's offices) which are inaccessible to children in care. LPA reviewed licensing required notices and documents posted predominately at the entry of the CCC. LPA reviewed past Sign In/ Sign Out entries and noted entries contain the arrival and departure times of children in care and as well as signatures from authorized representatives. The CCC's outdoor playground areas are enclosed by a combination of wooden, wrought iron and wire (CONT. 809-C, Page 2) fencing. The fence's entry/exit gates are secured and the footing in the areas is made up of various surfaces. Toys, furnishings and play equipment in the outdoor area is age appropriate. The toys, furnishing and play equipment are in suitable condition and free of sharp, loose or pointed objects. The play structures in the playground areas have cushioning materials to absorb falls and an abundance of shade created by trees, shade sails and outdoor structures. Director is reminded to replace toys, furnishing and play equipment which has degraded and is not in good repair. No bodies of water were observed on site. Waste receptacles with tight fitting covers were observed throughout the CCC. A sampling of staff and children records were reviewed. The children\342\200\231s records were complete and found to contain emergency contact information as well as immunization records, amongst other required licensing documents.. Staff records were reviewed and found to contain current pediatric CPR and First Aid certifications (EMSA approved), Mandated Report certifications and teaching qualifications, amongst other required licensing documents. Director informed LPA no firearm or ammunition is stored on the premises. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Facility representative Julianne Tullis-Thompson.
