What the inspector wrote

On March 5, 2026, at 11:36 AM Licensing Program Analyst (LPA) Elizabeth George conducted an unannounced annual random inspection at the above-mentioned Child Care Center (CCC). LPA met with Site Supervisor, Elva Quintanilla, and discussed the purpose of the inspection. At the time of the inspection 18 children and 2 staff (cleared and associated) were present. The preschool hours of operation are 6:30 AM \342\200\223 5PM, Monday \342\200\223 Friday. LPA in the company of the Site supervisor toured the interior and exterior of the facility. The CCC consists of one classroom and outdoor play area. LPA observed required licensing forms to be posted within the entryway of the classroom. LPA observed the classroom to be clean and orderly. Age-appropriate toys and equipment are in good condition. Site supervisor informed LPA cleaning compounds are stored in a child locked cabinet. LPA observed all cabinets and drawers not secured to be free of hazards. There are two toilets and two sinks in the restroom which LPA observed to be clean and free of hazards. LPA observed a dual smoke detector and carbon monoxide detector, tested and operable at 11:47AM, and observed a fire alarm which site supervisor stated is checked regularly to ensure properly functioning. LPA observed a regulation fire extinguishers last serviced within the year. Children are each afforded cubbies for their personal belongings. Trash cans with tight fitting lids were observed. LPA observed the outdoor play area to be surrounded by chain link fencing with sufficient space for children\342\200\231s activities. Drinking water is made available to children via filtered water both inside classroom and outside. LPA notes the outdoor area licensed is not currently in use, and has not been since October 2025 due to the cemetery taking back a partial area of the outdoor space. Site supervisor stated the outdoor play area of the adjacent center is utilized in staggered times. continued on 809-C LPA informed site supervisor a waiver is required for use of an alternate outdoor area. LPA observed on the play area utilized age-appropriate equipment and play structure in slight disrepair. LPA observed fraying on the edges of the steel or aluminum surface throughout the structure. Site supervisor states they are in the process of requesting removal of the structure. LPA notes the play structure's fall zones have sufficient cushioning. During the visit, it was observed that the licensed outdoor play area had been reduced by approximately 20 feet. The Site Supervisor was informed that an updated facility sketch reflecting the current outdoor space must be submitted to the Department. The Site Supervisor was also advised that a Licensing Program Analyst will return to the facility to conduct measurements of the revised outdoor play area. The Site Supervisor is responsible for verifying that the outdoor space meets the required square footage to accommodate 25 children. If the updated measurements do not meet the required capacity, the facility will be required to submit a waiver request. The waiver may include the implementation of staggered outdoor play schedules and/or the use of the adjacent licensed outdoor play space attached to the neighboring program. A sampling of children's files was reviewed. LPA observed all children's files to be current and complete. LPA reviewed files for the staff present which were found to be current and complete as well. LPA reminded Site Supervisor it is their responsibility to ensure staff files are complete and current. LPA notes multiple staff have current Pediatric CPR and First Aid Certification. LPA observed fire drills are being conducted and logged with the last fire drill conducted on 2/25/26. LPA observed the sign in and out sheets to filled out appropriately for the children that are present. LPA did not observe any bodies of water on site. There are no fire arms or ammunition on CCC site. CCC provides breakfast, lunch and snack to children. LPA observed kitchen area to be clean and free of any defects. The refrigerator contains food items consumed by the CCC's children which are labeled and dated. Knives are stored in upper cabinet and cleaning compounds are stored under locked sink. Site Supervisor was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. continued on 809-C Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed, on 10/18/22, in accordance to the Written Directives outlined in PIN 21-21.1-CCP . This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP . LPA notes the medication is not in the original packaging with label containing child's name and dosage amount. Site supervisor was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. No deficiencies were issued during today\342\200\231s visit. However, two technical violations are being cited. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted, appeals rights were provided and report was reviewed with the Site Supervisor, Elva Quintanilla.
