What the inspector wrote

On 07/30/2025, at 10:08 AM Licensing Program Analyst (LPA) Bill Billones conducted an unannounced Required 3 Year inspection at the above-mentioned Child Care Center (CCC). LPA met with Director, Julie Summer, and discussed the purpose of the inspection. The hours of operation are 7:30 AM to 5:30 PM, Monday - Friday. At the time of the inspection, LPA observed 55 children and 8 staff providing care and supervision. LPA in the company of the Director toured the interior and exterior of the facility. The CCC consists of 4 classrooms and an outdoor play area split into 4 sections. LPA observed required licensing forms and menus to be posted on the wall in each classroom. LPA reviewed the daily activities calendar. LPA notes Classroom 7 does not contain a restroom, which Director states children are escorted to a separate restroom area. LPA notes Classroom 8 has 1 sink and 1 toilet for children\342\200\231s use. LPA notes Classroom 10 has 2 sinks, 2 toilets, and a urinal for children\342\200\231s use. LPA notes Classroom 11 has 2 sinks and 2 toilets for children\342\200\231s use. LPA observed a separate restroom area on site that contained 2 sinks, 2 toilets, and 5 urinals for children\342\200\231s use. There are sufficient toilets and hand washing stations for children, which LPA observed to be clean and free of hazards. LPA observed cleaning compounds are stored in areas inaccessible to children in care. LPA observed age-appropriate toys and equipment are in good condition. LPA observed accessible cabinets to be free of hazardous items. LPA observed multiple smoke detectors and fire alarms which Director stated they check regularly to ensure they are functioning. Multiple carbon monoxide detectors were observed throughout the center. A carbon monoxide detector was tested and found to be operable at 10:52 AM. LPA observed a regulation fire extinguisher last serviced on 08/16/2024. LPA observed an appropriate number of cubbies and cots for children in care. Continued on 809-C CCC provides snacks for the children. Director states parents provide the meals, which are kept cool in a lunch box. LPA observed the food preparation areas to be clean and contain ample food supplies for the children. LPA observed the outdoor play area to be surrounded by a chain link fence with sufficient space for children\342\200\231s activities. LPA observed ample shade provided by trees and sunshades. LPA observed water tables and reminded the Director that they shall be used under direct supervision and emptied when not in use. Drinking water is made available via water filling stations located inside classrooms 10 and 11 and bottled water is available in the refrigerators in each classroom. Director stated children refill personal water bottles for use throughout the day. LPA observed age-appropriate outdoor equipment and swings and play structures are cushioned with materials that absorb falls. Director stated no firearms or ammunition are stored on CCC site. No bodies of water were observed. A sample of children and staff files were reviewed. LPA notes the children's files to be current and complete. LPA notes the staff files to be current and complete as well. LPA reminded Director it is their responsibility to ensure staff files are maintained. LPA notes all staff files reviewed have current Mandated Reporter certificates. Director\342\200\231s Mandated Reporter certificate expires on 10/11/2026 and Pediatric First Aid/CPR certificate expires on 05/31/2027. LPA observed fire drills are being conducted with the last fire drill documented on 07/07/2025. LPA observed the sign in and out sheets. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Continued on 809-C Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. The last lead testing was conducted on 11/18/2022. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. No deficiencies were given during today\342\200\231s visit. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted, appeals rights were provided, and report was reviewed with the Director, Julie Summer.
