What the inspector wrote

On 10/21/2025, at 2:40 PM, Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced Annual/Random Inspection of the above-mentioned Child Care Center (CCC). LPA met with Gina Martinez, Site Supervisor of the CCC and explained the purpose of the inspection. LPA toured the interior and exterior of the CCC. The CCC is on the grounds of Adam Elementary School and utilizes one classroom along with an enclosed outdoor play area. The CCC operates from 7:30 AM \342\200\223 5:30 PM, Monday through Friday. At the time of the inspection, LPA observed ten (10) children in care, along with three (3) staff members providing care and supervision. LPA notes the Site Supervisor was assisting with care and supervision during the inspection. LPA observed required licensing documents posted near the CCC\342\200\231s entry door. LPA reviewed the Sign In/Out forms. The forms note the children\342\200\231s arrival and departure times as well as signatures of the authorized representatives/parents. The CCC is clean and orderly. LPA observed age-appropriate toys and furnishings throughout the CCC. LPA observed a carbon monoxide detector in the CCC which was tested at 3:30 PM and found to be operable. The CCC's bathroom is in safe and sanitary operating condition. Disinfectants and cleaning solutions are stored on elevated shelves in the CCC\342\200\231s laundry room. Sharps are stored in the CCC\342\200\231s kitchen area. Medications are stored in a locked box on top of the refrigerator in the CCC\342\200\231s kitchen area. LPA notes that these areas are inaccessible to children in care. The CCC provides breakfast, lunch, and snacks for children in care. The CCC has an operable refrigerator in the kitchen area of the CCC. Water is provided for children in care inside of the facility and outside in the play yard. Continued on 809-C CCCs constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. The CCC\342\200\231s outdoor play area is enclosed by chain linked fencing, and the entry/exit gates are secure. LPA observed three sheds in the play area that are locked and contain CCC supplies. LPA observed age-appropriate toys/play equipment in the play area. The toys/play equipment are free of sharp, loose or pointed objects and there is adequate cushioning to absorb falls. There is an abundance of shade in the area that is created by shade sails. No bodies of water were observed on site. Staff and children\342\200\231s records were reviewed. The children\342\200\231s records were current and complete with emergency contact information, immunization records, and other required licensing forms. Staff records were complete with current CPR/First Aid certifications, teaching qualifications, and other required licensing forms. LPA reviewed the facility's fire/emergency drill log and notes the last drill was conducted on 09/30/2025. Site Supervisor informed LPA no firearms/weapons or ammunition are stored on the premises. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. Continued on 809-C LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
